Needs to finish the job and pull permits before work starts.

I hired Alan Price owner of AP Fire protection 1 in late November to install a one head fire sprinkler on my walk-in refrigerator. My experience with him has been awful. He has been very rude, unprofessional, and disrespectful to me. The project took him much longer than it should, and he refused to answer my question or to keep me informed of the progress (if any) of the job; and just kept saying he is going to get it done. He has been rude to me on the phone and text messages just because I had questions and was trying to inquire about the progress of the job. After almost a month after I paid my deposit of $2,000, he sent someone to my shop on December 27, 2018, to install the fire sprinkler. The project was still not completed at this point; the hole that was drilled into my walk-in cooler was not sealed and the pipe started leaking. I informed Mr. Price about this, but he did not respond. Mr. Price did not show up until January 11th, 2019 to fix the leak and seal the hole; at which point he had to uninstall and reinstall the fire sprinkler so it could pass third party inspection which it did on the 11 that same day. However, the fire sprinkler head pipe was damaged, the pipe continued to leak, and the hole was still not properly sealed. He told me he will be back to reinstall it again with a new sprinkler head. The leak, and unsealed hole that prevented the cooler to maintain a 40 degrees average temperature was one of the reasons my health inspections failed. Mr. Price returned on January 15. He uninstalled and reinstalled the fire sprinkler for the second time but it was with the same damaged old sprinkler head pipe. This time it was after the third party had inspected had passed the sprinkler installation. This is illegal for a complete re-installation to be performed after an inspector had passed the initial installation. The re-installation for the second time was very sloppy, and the hole was not properly sealed. The sealant has started breaking up and the coolers temperature is rising at times. He charged $2,857 for this job. The rest ($857) is to be paid after a successful completion of the job. This has not happened yet. I am holding the $857 until after my building and Fire marshal inspections. But I don't want to wait until it falls again and waste more time. I don't want to deal with this guy anymore; so, I may have to find someone else to install this sprinkler, the professional way before my next inspections. I was supposed to open my business in December but because of him, I was not able to and now, not even in January. I have pictures of his job but no option to post.
