Comment: I am a senior on a fixed income. I retired from TECO in 2002. In 1988, I recommended that TECO begin installing solar systems as it would be the wave of the future. Instead of a monthly electric bill. people could pay on their installation and this would generate instant profits, versus the 10 to 15 years it takes for a coal powered energy plant to begin showing a profit. I was laughed at, but now TECO has built a solar plant and is buying solar power from other providers....25 years later. I saw a house that was heated and cooled by solar power in 1978, I have always wondered why, Florida, who has sun almost 98% of the time, had not gone the route of Germany. Last year, when TECO got a 40% hike rate, my summer bill went up to $611.00 a month. We disconnected the central unit and went to a window unit in the family room and the pet room, with a big fan in the middle of the house. I'm saving almost $3,000.00 a year, but the whole house is not cooled or does not smell fresh
