The building, while rather new, floods due to excessive water coming down from an upper roof, to a lower roof, then onto the ground - with a higher than normal grade in this one particular area. He climbed the roof and devised a plan that appears quite plausible. I've received the estimate a short time later and I'm pleasantly surprised with the quote.
