He did not complete the work only 80% complete and I paid a portion of that in advance. He still owes me money or the completion of the work

I hired Frank to hang a variety of items in my new apt; pictures and mirrors. He was courteous and polite and patient with the customer in regards to tedious tasks. Frank was reliable ; he came when scheduled and called when he was running a little late. Frank returned the following day as promised to finish up the work. His pricing was fair based on the work he performed . Overall, a pleasant experience and I would highly recommend him!
