William E. "Bill" Rice and Construction Analysts and Associates, Inc. (CAAI) has been in busines privately since 1992. Bill,alone, has nearly 50 years of experience in the field of construction, construction inspection and education, having worked 22 years for the U.S. Dept. of Housing and Urban Development (HUD). He also teaches university level construction and inspection courses and spends a significant amount of time in court as an expert witness. Contruction cases range in settlement to over $4 million. He sponsors and trains other inspectors and has been teaching inspectors since 1978. CAAI web page is still under construction but tells a lot more.
