William E. "Bill" Rice and Construction Analysts and Associates, Inc. (CAAI) has been in busines privately since 1992. Bill,alone, has nearly 50 years of experience in the field of construction, construction inspection and education, having worked 22 years for the U.S. Dept. of Housing and Urban Development (HUD). He also teaches university level construction and inspection courses and spends a significant amount of time in court as an expert witness. Contruction cases range in settlement to over $4 million. He sponsors and trains other inspectors and has been teaching inspectors since 1978. CAAI web page is still under construction but tells a lot more. He invites technical questions whether you employ him or not. CAAI inspects from coast to coast. He welcomes your call on his cell phone 713-898-5648 or toll free 1-800-791-9899. All inspector-associate-employees are well trained and have specific special training. We specialize in consumer complaints. CAA has inspected thousands of houses, apartments and other buildings including commercial. CAA particapated in inspecting the Sacremento CA Schools, Houston and Galena Park Schoos in Texas. CAA has provided AE&C services in several states directly and indirectly for HUD. Just call us for any reason.

I found Mr. Rice and his associates to be courteous and professional. They were ready and willing to accommodate me by making the necessary arrangements to take care of my needs. Very helpful in explaining what he was going to do and also thoroughly explained his findings and helpful with passing on information that I needed to assist me in making a logical decision. Wonderful people!!! Very quick to respond, they knew the time schedule and had no problem working with us. The inspector was informative and explained everything in layman's terms. Mr. Rice was very helpful in assisting us with obtaing the needed engineers report that stalled our loan process. He called me right a way and set up the inspection, and kept me apprised of the inspection process. His integertiy is needed in more businesses these days.
