Flaminco LLC

Almost a full year ago, on June 1 of 2022, I entered a contract with Flaminco LLC to build an office and bathroom addition on my home. Completion was to be within approximately 60 days. Over the year Flaminco fixed an unknown at the time, the issue with my direct buried power line (but they left a 3 ft deep trench across my yard for over a month, which was a huge safety issue).   They also put forms for the footings to the project down back in the fall of 2022.  However, beyond these two things, Flaminco LLC did NO work on my project and provided me with a long list of excuses for why things were held up (or spent a lot of time ignoring my calls and texts asking for updates on my project). Another issue that came up was I had a septic system, which needed a special permit from the health department before I can get a building permit. I had to personally coordinate the inspector to come out and inspect my system, and also many times had to call the city to ask for an update as to what was needed to get the building permit issued. A building permit was never issued, until after I fired Flaminco. Under the terms of the contract, Flamenco was to acquire and pay for all of the permits necessary for this job but I strongly believe had I not stepped in and made phone calls, etc. I wouldnâ t even have the permit for the septic system let alone a building permit. After so long of a time with frustration, lack of communication, and no measurable progress on my project, I was forced to evaluate whether or not I wanted to move forward with Flaminco at all. I finally fired Flaminco in May of 2023 via two certified letters with return receipts, mailed to the addresses on their LLC, and requested my money back. One address had been vacated and the other address they left notice but Flamenco never retrieved the letter from the post office. I finally had to email a copy of the letter to ensure that they received it. They have not contacted me nor have they returned my money.

Do not hire! Doug Shima is a scam artist. We signed a contract to provide framing, exterior stucco, and roofing for a new pool house. His framers did not know how to read engineering drawings. Door and window openings were too small for windows and doors (which were on site). Maybe because the crew showed up high. All had to be redone. Signed a contract on June 22 for a one-month contract. Fired them on Nov 22 after the framing was mostly complete and Doug had stopped responding to schedule requests. There currently are 10 couples, that I know of, that he has taken money from for work not yet completed. He has kept the money, stopped work, and stopped communications, leaving the work undone.

Signed a contract with Flamenco in July 2022 promising a home addition completed by November 2022. The delays and excuses started almost immediately. By April 2023 we only had a foundation and poorly framed walls, much of it with serious issues and not following our architects plans. Then we had an electrical fire in late April that likely would have burned our house down had we not been at home and quick to catch it. The Benton PUD traced the issue to damage to our buried power line caused by the foundation excavations. Construction should never have proceeded over a direct bury power line. It needed to have been moved and put in a conduit. We immediately terminated our contract and requested a refund of down payment funds less the value of work done, but Flamenco has gone silent. A certified letter to the mailing address was returned to the sender. We felt kind of stupid picking a bad contractor despite doing due diligence, but since signing our contract we&#39ve discovered we are not alone. Other homeowners have surfaced with very similar stories to ours - some in worse situations. Suffice it to say, I would not recommend it at all.

They never finished my bathroom remodel after 7 months. We never got the color of tile we ordered. The walk in shower window was never installed. Holes left on the ceiling and wall next to light fixtures. When they cut in the wall they cut the heater. Now no heat in bathroom. Wrong color of paint was put on. They would leave all there tools and mess inside and outside of house. Very unprofessional. Iâ m very disappointed and trying to get a inventory of materials bought and labor used to see what we have left after 18000.00. Nice guys. But the work was never done.

We hired Flaminco, Doug and Angel assured us that the room addition with roofing will be done in 75 days, which was in February 2022. He wrote the contract with breakdown of payments and line items to be done so you think it is legit, he assured us it will be completed in 75 days, that is where he got us, so we agreed paying him the 50% of the total value of the project. Then with the engineering drawings, he said he sent it to the City Engineers office in Richland in March, but after 2 months of no progress, we contacted the city and found out he did not even submit any drawings, no draftsman to draw the project, we hired a separate CAD drafting company so we can continue with the drawings and permit. From this scenario, we were seeing a problem already. Now it is October 2022 and it is not even halfway done. With the down payment of $25K -he put a chicken wire bordering the project from our existing backyard with wooden sticks, (his definition of mobilization) then there was no progress. Come July, after several emails phone calls, text, he started the footings, stem wall , sub-par quality, crooked, had to redo rebars even the sidings were not leveled. He has a crew that are not professionals, mostly his family who doesn't have a clue how to construct. He came in Aug to start on the roof truss which came prefabricated, and the roofing shingles install were crooked, I have some pictures of the roof install, that no one would even put on their roof. Doug is a sweet talker, a good conversationalist, promising he can deliver in days. There is a pattern here, he is getting business from elderly people like us and since he knows elderly people cannot do much chasing after a contractor. He also has a clause on the contract agreement about arbitration, so he has been doing this scam in the past. I cannot believe he is still getting business. Do not deal with this company, they're con artists, I wish the other reviewers will contact me and compare notes.

If I could give zero stars I would. This company took my $75,000 back in April. Work was to start May 2nd and be completed by Nov 2nd. So far they installed a water heater but did not strap it to the wall, so it is not done to code. And they started painting 3 rooms but never finished a single one. Does not return calls or texts. Do not hire this company if you like your property. Obviously, they will not be able to finish my job since there is not enough time to start and complete a 1800 Sq ft addition as well remodel the existing 1800 Sq ft. They have my $75,000 and I have nothing to show for it.

Started in May and now we are going into September. Would I recommend this company, No will not return text messages ( Doug, the owner, Angel, the son). They both have told me to talk to their employee, Peter but not heard from him either. floor started, not done painting started, not done plasterwork started, not done cabinets work started, not done I can go on and on about things not being done in all this time. appliances sitting in my front room, which I paid for, along with the flooring ( they were not included in the contract). I gave them half their money, I feel that if they do not want to finish my small kitchen, they should give me back a portion of my money so I can hire some other company to finish it. My husband and I are both elderly and live on a fixed income. I am getting tired of having no sink or oven. Having to do dishes in the bathroom sink and eat microwave food.

This has been the most horrible experience! We started our project on our home in the end of February. kitchen remodel, bathroom, half bath, flooring, windows etc. It was supposed to be a 6 to 8 week project. Ee had a contract date of completion for May 1st. Here we are in the end of July and not one single room has been completed. We didn't follow contract at all! We gave him almost all of our money already, mistake on our part. Lack of communication, say one thing and don't follow thru. Sometimes I get no response from them. Workers barely show up. I can't even use my kitchen. I've been washing my dishes in the bathtub! They brought a used oven to my house that was full of cock roaches!! There quality of work is crap. My tub has had to be caulked 3 times and needs caulked again. The faucet in bathroom was hooked up wrong. Our brand new flooring is already coming up in several spots.The list goes on and on. My 19 year old son emailed the owner of the company and didn't get a response. I emailed her a few weeks later and no response. VERY unprofessional!! I have been hesitant on writing a complaint, i can't continue to live like this! I've been more than patient and kind. This company is taken advantage of us. They keep taking on new projects, while my house is not completed!! All we want is our house to be done!!

There is no communication. People do not show up for days to work. When you text Doug or Angel about if anyone is going to show up to work, you get no response, or they will be someone after lunch, then sometimes, they will be here and sometimes not. The job started in May and it is now July. I have a very small kitchen. Doug keeps promising to bring samples over for me to look at for the backsplash and countertop, that has not happened. The trash is piling up in my garage. It is just so disheartening that at 70 years old, I have to live with my kitchen half demo for these past months and a contractor telling me that he is going to be putting in cabinets in this week but there have not been any workmen here nor well he text me back when I try to reach him.
