Since 1983, James D Scagnelli Appraisal has been appraising 1-3 Family residential properties in Westchester County and the Bronx, New York. I am State Certified which is the highest residential license certification in NY State. I have completed over 35,000 residential appraisals. The appraisal James did of our property was completely off base given what we paid for the property in 2017, what we have invested in a gut renovation, what I know of the area, and what I can see on a general search. NOT at all happy with the end result, and he was difficult to communicate with as well. Old school; when it came to email/using technology. Not at all happy and I feel like I have completely wasted my money - which he wanted payment in cash!
