On December 1, 2023, My wife and I were in the process of purchasing our second home. During that process we hired Jeff to complete our home inspection based off of a recommendation. Without looking at prior reviews we followed through and Jeff showed up to compete the inspection. Upon our arrival to the home Jeff had completed all but the crawlspace inspection and was under the home. Upon meeting with Jeff he explained that our home was old and had multiple problems that he would recommend we address with the seller. Some of the problems brought to light included cracks to the edge of the porch, a couple of hairline cracks in the mortar around the foundation and curling off a couple of shingles on the roof. Jeff then address his "major" concerns, our foundation needing a lintel around the new heating unit and a 2x4 in the attic connecting a rafter to a joist he believed to be installed by the seller. During that time Jeff only mentioned that a couple shingles were curling and said nothing more of the roof. Fast forward to January 9, 2024, we had a heavy rainstorm and I noticed that my walls as well as my chimney were leaking into my living room floor and filling the fireplace. I completed a personal inspection of the roof and was able to quickly determine that none of the flashing surrounding my chimney was sealed causing all of the rain water to enter between the chimney and the interior of the home. I was also able to determine that none of the flashing around the chimney to the top of my carport was sealed either. Upon inspection of the carport roof, I was able to determine that the carport joist were rotting and that the roof of the carport was soft due to wood rot. All of which was caused by water running between the chimney and flashing. After determining this fact I returned to the copy of my home inspection to determine if I had over looked a fault in the flashing that would have been marked in the inspection and was able to determine that it had not been brought to light. Per the North Carolina Home inspection standard of practice, inspectors are not required to walk on roofs or inspect accessories. The North Carolina standards of practice further states a home inspector SHALL inspect roof covering, roof drainage systems, flashing, skylights, chimneys and roof penetrations, signs of leaks or abnormal condensation on building components. â  Shallâ  as defined in most practices across North Carolina is an imperative command, indicating that certain actions are mandatory and not permissive. When interpreted, regardless if a roof walk was completed, a full and thorough inspection of the flashing must be completed. On January 11, 2024, I contacted Jeff and asked about the inspection of the flashings and was advised that he did not complete a roof walk due to the roof being old and him being a man of bigger stature. The roof he is referring to at this time was approximately 14 years of age. When asked about the inspection of the flashing, Jeff stated that he advised to me that a couple of shingles were beginning to curl and asked if I had a roofer come inspect the home. I advised that a roofer didn't come to inspect the roof. Jeff then advised that if a roofer would have come to inspect/replace the roof, the flashing problem would have been noted/replaced. During Jeff's inspection and on the inspection report, flashing was never mentioned other than the report recommending that a roofer complete an inspection of the roof. After determining that Jeff had completed a depthless inspection of our new home, I completed a personal inspection using the NC home inspectors standards of practice (governing guidelines for inspectors).
