"My firm has a flawless reputation and has been in business for 15 years. We are fully licensed and insured. The project of the customer was not a home improvement, it was a state-funded project to elevate his property above the flood zone. Like many others on Long Island, the customer used the funds provided to not only elevate his home but rather make improvements to the existing dwelling which in turn were not originally budgeted. As a result, the state stopped the money and the customer had to provide funds necessary to complete the project. Once Mr. LoScalzo ran out of money and neglected to pay the work of anyone on his property, work stopped. Mr. LoScalzo was forced to move into an unfinished building that does not have a certificate of occupancy. All the material changes were approved by the design professional in an effort to meet the budget of the customer. All work to date was inspected and approved by the town. The customer is disgruntled because he expects everyone working for him to come to work, finish, uphold warranties, and not get paid. I have offered my time on multiple occasions to help and/or work this out with the customer. He has not responded."
