Since you used to be a realtor, you should be aware that you are able to submit comps that weren't used to the lender for Reconsideration of Value. In regards to "he did the same to another house in the neighborhood", that is completely false. That house is back on the market not because of the appraisal. You might want to get your facts straight next time. Unlike yours, that house appraised above the listing/contract price."
