Tankless Water Heater Installation

Plumber refused to call me back when I told him he needed to take out Plumbing Permit. Forced me to hire another plumber just to make application for installation of Tankless Hot Water Heater. Not very professional about follow up, work was fine, but stinks as business for knowing a Permit was required and would not call back when attempted to reach them.
