Victor Rosado threatened and harassed me, he takes no pride in his work, and he promises more than he can deliver. I hired Rosado for a major project -- to fully landscape my house and to build beds and install plantings, build a large brick patio with a retaining wall, rebuild the front steps and walkway. He estimated 5-6 days for the $22,000 job in our original contract, but the work took him a month and cost just over $23,000. I was very clear about what I wanted upfront, but he never took any notes or made any drawings. According to our contract, I would pay half upfront and the other half when the project was complete. But his poor planning meant that he ran out of money to pay his workers halfway through. He blamed me for the delay and demanded I pay him half of what I was contracted to pay him at the end of the project about halfway through. When I said I would rather stick to the terms of the original contract, he threatened to walk off the job. I told him if he wanted to leave that was his choice, but I would not be manipulated or threatened. At that point, he said he would call the police on me for -theft of materials- (even though I had already paid for the materials in my initial down payment). I had to call the police to protect myself from his false accusations. Finally, my husband gave in and advanced him another $3000. When the work restarted, he ran out of bricks for the patio walkway due to his poor planning. He told me I would have to wait months for replacement bricks and suggested we complete it with different materials! I said no, I did not want a mismatched Frankenstein patio and I would wait. Within a week he had the right bricks to finish the job, but I had to pay for a whole extra pallet even though he only needed a third of a pallet. At that point, he asked me if I wanted him to cut my grass before he left for an extra $75. I declined and he left the job with my grass overgrown and the entire project looking shoddy. The edges of the beds he built are uneven and he did not bother to install plastic landscape edging. He promised me that the mulch would stay contained to the beds, but 3 weeks later the mulch is all over my yard, sidewalk, walkways, and driveway. I have also noticed holes opening up behind the retaining wall, and he neglected to build up the dirt on the side so the backside of the raw concrete blocks is showing. I am going to have to hire another professional to inspect the retaining wall for safety and drainage.
