Seamless Gutters and Metal Roofing

The representative (Victor/Scott Hunter) arrived on time and looked at the bent metal roof piece. He reommended some reasonable additional maintenance for a total of $1630. Requested payment in advance which I provided. Said someone would come in the next 4 days and repair the roof. 6 days later no work done and additional storms arrived. 10 days after initiail visit he calls as says there is more damage to the subroof and some metal panels need replacing (damage was due to later storms). The cost was an additional $4400 payment in advance. Both checks were to be made payable to Scott Hunter (on the invoice). He said someone would be out the following week (3/7). No one arrived that week and I kept getting 'be there tomorrow or bad weather'. On 3/31 I cancelled their job and found a reputable roofer. The reputable roofer looked at the damage and the other 'needed' repairs and said they weren't necessary or recommended (the additional $4400). The original guy (Victor/Scott Hunter) said he would refund my money but I only got back $4200 of the $6030. I requested the rest and haven't seen it. This company uses a burn phone (no listing), does not appear to have a business license in the business addresses county, does not appear to be insured or bonded. Who checked these credentials. This is actually Scott Hunter and S&H Seamless gutter and metal roofing. The representative named Victor is actually Scott Hunter. I would validate the review by Randall L my name is Randall Lee Anderson. A very bad experience with Homeadvisor recommending a rip-off artist
