Also I have been a member of Home Advisor for 13 years and hold a 4.63 rating out of 5stars. Unfortunately last year I signed up for what they call the big deal, this was a bad choice on my part . The one thing we do I think better than anyone is install patios/walls . We all are very good at what we do. In June of 2014, A.C.T. Landscaping of Hugo, Minnesota, owned by Tom Burke, removed a timber retaining wall at our house and constructed a masonry block retaining wall in its place. We were so impressed with Mr. Burke's claims of expertise and of standing behind his work that we decided to engage him without negotiating his bid or seeking other bids. We were especially impressed with his assurances that he would stand behind the work completely. The work was done and looked good immediately after it was completed . The following spring, however, well within Burke's one-year, formal warranty, and obviously within Burke's commitment to stand behind his work completely, a section of the wall built on fill placed by Burke's crew had sunk as the fill apparently consolidated, and some of the top blocks on a rounded portion of the wall were loose and showing movement that indicated to us that the wall was moving out on top. Nick, the very-responsible leader of Burke's crew, came and re-laid the sunken section and glued down the loose blocks in the rounded portion, but in a few months the same section sank again, and the rounded portion of the wall showed increasing spaces between the blocks, indicating that the wall was leaning outward. We began calling Burke and A.C.T. again. At first, we were able to reach Burke once or twice and received his assurances that he would take care of the problems, but we could not get him to commit to a time for doing so. Then, he began not answering our calls and not returning calls when we left messages. I finally reached him on April 27, 2017, after many, many attempts, by using a cell phone that he would not recognize through caller ID. He immediately answered the same number I had been calling repeatedly over the previous several months. I told Burke I was very concerned and disappointed that he was not responding to my calls or doing anything to repair his work and asked that he have Nick call me and do the repairs, since he, Burke, seems unwilling to address the problems with the wall. He told me Nick had left the company. Burke also said he, personally, would repair our wall but that he was recovering from shoulder surgery and could not do the work until his shoulder had healed in 3 or 4 weeks. He then committed to call me in a month and take care of sunken blocks and the other problems with the wall. He said he could put some sort of material under the sunken blocks to stop the sinking. I had not received his promised call after about six weeks, so I began calling him again. Since then, I have called numerous times and he has not answered any of the calls. It is now early May, 2018, and he has not appeared to do the work or called or responded to my calls. I am now faced with the conclusion that I will never hear from or see ACT Landscaping or Tom Burke again and with trying to find a competent landscaper/retaining wall expert to repair the wall and stop it from collapsing.

Initially, it seemed like the work went well and looks much nicer than the deteriorating concrete but there have been several problems since the work was completed and Tom was paid. I have tried to contact Tom multiple times and he will not return my calls. This was a problem that other customers had mentioned. <br /> The issues are: <br />     1. There is a section of the walkway on the side of the house that is collapsing. You can see that the base material has disappeared from this area. I first noticed it because a chipmunk came out of the space under the pavers. I am having a fence installed this week that will be very close to this area so I have been calling Tom for the last three weeks to let him know of the problem so that he can fix it before the fence is installed and he has not returned my call. It will be much harder to fix with a fence there. His contract says there is a 1 year warranty on repairs to pavers that settle or shift to a degree that is unsightly. This is only going to get worse. See picture. <br />     2. There is a large section of the old cement walkway that ACT did not remove, they just buried it. The contract says they will remove all of the old concrete.  I discovered the concrete when I was digging to plant some shrubs. It is too big for me to remove. It is at least 2? wide and greater than 2? long. I am not sure where it ends. I have been unable to plant some of the shrubs and perennials I have purchased and I am concerned that my planting time is running out. The concrete is too near the surface for the plants to survive there. See picture. <br />     3. Tom said they would remove the old framing material that was used to stabilize the base material and pavers as they were <br /> being installed. They seemed to have taken some of the boards but have left a large pile of broken boards with screws protruding out and plastic mesh and border material. See picture. <br />     4. Tom had said they would contact me and return to put a sealant on the steps to protect them in case I need to use salt in the <br /> winter. The sealant is supposed to take 6 hours to dry before you can walk on it. He has never done this.  <br />     5. The worst problem is that the front steps are too low. They don?t meet code specifications. I have posted a picture of the old <br /> and new steps and how the stoop looks compared to the threshold. The stoop is too low. They should have had one more course of blocks on the bottom. Tom knew this when the steps were constructed. <br />     6. Tom never pulled a permit for this project so the front steps were never inspected. I found this out by contacting the city. See picture of city tag. <br /> These are all problems that need to be fixed. <br /> I would absolutely not recommend this company to anyone. <br /> <br /> <br />

When work was started to remove the crushed rock, there was standing water and a lot of mud.  The construction also took place during the very heavy rains of last June.  Tom dug out all of the crushed rock and enough soil to install a good class 5 base, followed by sand and then 7" think Versa Block pavers.  The job was excellent and came through the winter and spring in fine shape, while our neighbors experienced significant frost heaves.  Tom was punctual, took care to not damage the rest of the yard when removing all of the stone and bringing in the pavers.  The work was excellent and we have received many complements on how it looks.  We feel that we definitely got our money's worth with the job.  I would highly recommend Tom and his team. <br />

It could not have gone better.  Tom Burke is a man of his word.  He is exceptionally knowledgeable about  cast block work and retaining wall construction.  And he is a remarkably good, on-site designer.   Among other welcome design features he suggested is a curved section of the new wall to replace a dog-leg section of the old wall, which markedly improved the aesthetics of the wall.   I would say he and his crew worked like dogs, but I have never seen a dog who was willing to work as hard,  fast and amiably as they did, often putting in 12 hour days.  Tom and Nick, his right-hand man, were meticulous and exacting in their layout, base preparation, alignment and execution.  Andrew, who assisted, tirelessly supplied muscle and supplies to keep the work flowing smoothly.  It was a genuine team effort, the likes of which we have rarely seen.  We had the need for an exact start date, and the whole crew was here on the agreed-upon morning and went to work immediately.  Perhaps the most impressive thing about having them here, beyond the exceptional quality of the finished product, is the way the crew worked together.  They all went about their business very professionally, without commotion, without any shouting and without wasted motion.  Although there were a couple of setbacks because of tree roots, they worked around them, and Tom never suggested a change in price because of the extra work required.  In summary, we were completely satisfied with the price, the execution and the finished product.  We will always use ACT Landscaping for this type of work in the future, and  we recommend that anyone reading this review do the same.

<p>It is unfortunate that I have to write this bad review of ACT and Mr. Burke.  I did not want to.  I did try to resolve with Mr. Burke directly and privately.  Unfortunately, instead of accepting responsibility for the work he did on my driveway, Mr. Burke has chosen to disappear.  Please note, the address that appears on Angie?s List for ACT Landscaping, LLC isn?t good.  At least according to the Unites States Postal Service, which has been trying to deliver a summons to Mr. Burke (via certified mail) for our upcoming court date in October.</p> <p>In the past, when Mr. Burke has received a ?bad? review on Angie?s List, he has often blamed others for the issues (including Angie's List).  See his responses to earlier negative reviews.  I have found him not to accept personal responsibility for anything he does; most importantly the quality of his work.  Therefore, I am including pictures with my review.  Judge for yourself.</p> <p>We hired ACT to install a new concrete driveway.  It was installed in August 2013 and it is FILLED with holes.  See pictures.   Since February, I have contacted Mr. Burke regularly and unsuccessfully to fix the situation.   First he didn?t respond.  Then he claimed that he received a ?bad batch? of concrete from the concrete supplier (Cemstone) and that he was involving them to remedy the situation.  He was not.   He hadn?t even bothered to call them.  So then I called Cemstone and got them involved.  In a nutshell, they informed me that Mr. Burke chose the wrong concrete for my driveway.  When Mr. Burke was asked recently by Cemstone why he chose the concrete he did for my driveway, he then blamed me ? saying that I didn?t want to pay for better concrete.  No such conversation between Mr. Burke and me happened.</p> <p>Please note that Mr. Burke has indicated that ACT intends to focus on landscaping, pavers, and retaining walls.  Considering the quality of the driveway he installed for us, I think this is a wise decision.  However, as a potential client, I would not assume that Mr. Burke will be any more responsive when there is a problem with the landscaping, paving, etc. project he does for you.   Save yourself the frustration and money.   Hire someone else.<br /> <br /> <br /> <br /> </p>

"We have tried to work with [removed member name] and the concrete supply company to fix the problem. Unfortunately I as the contractor need to deal through the concrete company first and then act. This is what I did when the concrete company said it was not there issue I agreed to pay them to fix the issue. The base and driveway are solid as can be Cemstone has a way to fix the rock pops, but [removed member name] has decided that she does not want the fix. If you look at all our reviews you will see we not only take care of our customers but back our work. This is a case of someone that has to be in control of the issue and no one else matters. We have tried and at some point we just have to stop and give up there are some people you just cant make happy. This is the first time I have ever had this issue!"

Upon the completion of the project, I eagerly gave Tom and ACT Landscaping a very good review. I was happy overall with the finished project and Tom?s communication skills. Unfortunately, I am going to have to revise my review due to his lack of communication AFTER the project was completed and my review was already submitted. <br /> <br /> During the project, Tom was always reachable and he responded timely to my concerns whether it was through text, email or phone. After the project was completed, it became almost impossible to get him to respond and take action to solve an unexpected erosion issue. The warranty clearly states that they will repair any patio as a result of normal wear and tear for a period of one year. <br /> <br /> After only four months, one corner of the patio eroded to expose the edging and stakes. The first time, Tom sent someone out to add dirt to the area. A few days later after a rainstorm, the area eroded again. I emailed Tom and asked for a more permanent solution to the erosion issue, and he replied that he was going to take care of it. I waited a good three weeks and there was no response. I emailed him again, and he said he was busy with another project and would come out the following week. <br /> <br /> I waited another two weeks and then called him directly. There was no response so I left a voice message. I waited for him to call me back, but he didn?t. A couple days later, I left another voice message. Now, it?s been two months, and he hasn?t called, emailed or texted me. There is now snow on the ground. At this point, I don?t know if it is worth it to pursue this any further. It is a waste of my time and resources to try to get a response from this company. This project cost me thousands of dollars. Clearly, they are only responsive when they need the rest of the payment. Once the job is done, they feel they have no more reason to address concerns. After this experience, I will definitely not recommend ACT Landscaping to anyone. <br />

Great! We love our wall and we loved having Tom and Nick working here. They were committed to getting the work done in a timely manner, all while never giving up quality. You can tell they both really know what they're doing. <br />   <br /> In one day, they had the railroad ties out! They did careful work so as to minimize damage to our lawn and our neighbor's lawn.  <br /> They had some great recommendations regarding straightening our wall and improving the overall look of the finished product.  <br /> Very easy to work with and responsive when anything changed (even the small things). Since I'm not well versed in landscaping, hardscaping or retaining walls, it was nice to have someone walk me through the process, beginning to end.  <br /> All in all, we met with several top rated landscapers found on Angie's List, and ACT was by far the best overall. Their prices, quality of work and materials used can't be beat. Trust me, I've looked around.  <br /> Would love to use them for another project in the future, but I know it won't be the retaining wall, which is here to stay!!  <br /> <br /> <br />

<p>Prior to hiring Tom I met with two other contractors regarding this project, Tom was by far the most knowledgeable about the products we wanted to use along with having the best construction plan in place to ensure the hardscapes would stand the test of time.  Tom was the only contractor who knew we had poor soil conditions in our area (he was right) and planned the correct measures to combat the issues right from the start.</p> <p>Tom and his crew showed up on time, worked steady for the better part of a week and a half and created a fantastic outdoor space for our family.  Throughout the course of the project they came up with great ideas for improving the original designs along with correcting a drainage issue we didn't even realize we had.</p> <p>On time, on budget, fun guys to have around!</p>

The gentleman was polite and punctual. There seemed to be a disconnect in what we thought we were purchasing and what he was able to provide. We were looking for someone to come in and take a look at our yard to get ideas on items such as wood chips or stone in our landscaping. The guy seemed to be more geared towards doing the plans for a new home with no previous landscaping. He did say he would do a drawing and he does them by hand and he said he would come up with the plans but we never heard from him after that. We put not applicable for some of the grades as we never received the full service.

We were impressed with the owner who was the one that did the consultation. We were also impressed with the cost of the entire job.  I was super impressed with his attention to detail as well.  The edging has a lot of curve and they put in 6inch pavers to take care of the curves. There were no cracks and it was cut just perfectly. He kept checking in with me to make sure I was satisfied with the progress. The work results were unbelievable.

The owner, Thomas Burke, was great to work with in all respects.   To start with he specified concrete that was stronger than what I wanted and this really pleased me.   It told me he was willing to go above and beyond my requirements or minimums.   He started with grading and removing dirt so he could build a retaining wall to hold back the grade for a new driveway.  The guy he sent out worked very hard and did a near perfect job on the new wall.   Like any construction project there were a few unknowns but he worked around these problems.   Then he poured the new garage addition slab and finished it for me.   Unfortunately it started to rain just before the final finish hardened so they had to redo some areas.  Didn't come out quite as good after the rain but very acceptable.   Then they immediately poured the driveway slab.   No new showers so this came out perfectly.  The concrete company sent out the second truck too soon so there was not enough time between pours to really get set.   I think this second pour therefore did not quite get the grade Tom wanted. The driveway slab was pitched to drain water to match an adjacent existing slab and this did not quite work out.   I have a small area on the new drive slab that holds water after a rain.  It was a tough job to slope it right and it is within a quarter inch of draining.   Like I said they were still grading the driveway when the truck showed up and I really think this cause the slight glitch. <br /> I have some more work to do next summer and am really looking forward to having Tom back knowing I will get a good price, a good job, and quick service done right.  I would highly recommend ACT Contracting to anyone. <br />

While the vendor provided exactly what the Angie's list deal stated it did not come close to meeting my expectation of a deal that stated value was $180.  The drawings were not CAD based but simple sketches.  They did not include all the features I requested and did not display the layout I requested.  Most importantly I asked for a detailed price quote as I needed to share the costs with my homeowners association as I am responsible for plantings and certain improvements and they are responsible for correcting the grade, drainage, and preparing the area for planting.  What I received was a generic quote that did not specify what would be done, materials used, and expenses for the various required services.  I brought this to the vendors attention and he simply commented that several customers also voiced disappointment with the drawings.  I responded that I was much more concerned with detailed bid that would assist in having discussions with the homeowners association and I have never heard from him again.  This is unacceptable service - I would never use a vendor that would not provide a detailed bid prior to delivering the service.  How could you hold them accountable for delivering the end product. <br />

That was not the deal, I have had request for decks , roofs, gardens, ext. It was very hard to please everybody I just did what I could. We did not go with him. It was more of a quote than a design, so I wasn't too happy about that. The guy knew his stuff and everything, but I thought he was going to do a design sort of thing and it was more of a quote with colored pictures. I thought it was kind of a lame design consultation. I don't recommend doing design review things with him. I could've called him up and just had him come out and do a quote, instead of having to spend $59. It was supposed to be a $180 value, but I'm not sure it's worth $60. The bottom line is if I would've just called him he would've came out and gave me a quote. I thought he was going to kind of lay out the thing and give me all the details, but he didn't do that and I didn't get my value for the $59. We had another landscaper who kind of gave a quote and then some details. They showed some examples of their designs and it was way above what ACT did, so I think you're better off getting a quote. If you really like the company then you have to evaluate whether they can do the kind of pictures of landscaping you want. I thought he knew his business and kind of talked a good game, but we just didn't feel comfortable with it. He said he was going to figure it out and give us all the details, but he didn't do that. We were wondering what the heck because we paid for this service and needed a lot more details. He was knowledgeable. I know a little bit about research and all kinds of stuff and he seemed to know that. It was the same old thing where he's pushing a sort of block material for landscaping and telling me someone else's stuff doesn't work, but I don't have experience with it. In the end we didn't want to go with him because he didn't give us what we wanted. It just didn't meet what we thought was supposed to be delivered for a design consultation. It wasn't $59 and I could've done the thing myself. I could've drawn a picture and told him to fill it in with the materials done right. I just didn't like the experience. I'd give him a benefit of the doubt that he was sick because he said he was going to get back to us in a couple of days and then a week and a half went by so I had to call. I just don't know what the deal was. Maybe our expectations for what that purchase was for was unreal, but it was not what we expected.

This is the first time doing a big deal. If you look at my web site everything there started by me doing the drawing. It was another great job by Tom and his patio guy Nick. Tom had recommended a place for my wife and I to go and pick out patio block and it didn't take long to find exactly what we wanted. You will understand when you see the photo. Turns out that it is a new product that just came out this year. <br /> My wife and I couldn't be happier with Tom and ACT. If anyone writes a negative comment or wasn't happy with ACT's work, they are either full of it or are talking about a different company. Tom is so articulate and passionate about his work it is almost annoying. I guess I'm just not use to this kind of quality service that you don't see much of these days.

I originally had Tom come out to draw up some landscaping ideas for me. During our discussion he mentioned that he also does concrete work like driveways and sidewalks. I asked him if he would give me a quote to do my driveway. He said maybe we could work out a trade, a new driveway for a 1999 GMC pickup that has been sitting next to my garage for years. We made a verbal agreement and it was a done deal. I got rid of a truck and got a new driveway, talk about killing two birds. It all happened pretty quick too. The size of the driveway and the quality of work could not have been any better. His workers were friendly and at times entertaining. They work very well together, putting any of my concerns at ease. The service before, during and after was unbelievably great. It went so well I thought it was too good to be true and something had to go wrong but it didn't, Tom wouldn't allow it. I finally found someone that was as big, if not a bigger perfectionist than myself. My wife and I couldn't be happier.

It went great! My wife and I have lived in our house since 1995 and did nothing as far as landscaping goes. I had no idea on what to do except to mow the grass. <br /> Tom showed up on time and went strait to work. We discussed several ideas and later that day he emailed me a perfect starting plan. I told him that I was planing on doing the work myself but may hire out the bigger part of the project. Tom was very helpful and supportive.

I liked the operation and the way ACT Contracting Inc worked. I liked the way the man described it would be done. I had called 6 places and had 5 bids. I didn't accept the cheapest one. I accepted the one who I thought would do the job I was to have done. I was very pleased with the work that ACT Contracting Inc did.

Tom was very responsive from first contact, returning phone calls setting initial meeting to discuss job. He offered many suggestions to improve the overall appearance of project without trying to "over sell". He gave a quote and still made changes/additions.  We are out of town owners and felt very comfortable in dealings with Tom, he called us frequently with status updates as well as emailing pictures of daily progress. Tom kept to his word when trying to minimize any lawn care issues taking time to cover existing walkway and keep lawn care intact. I would HIGHLY recommend Tom and definitely use him again for additional work.
