This company has had multiple names under Oregon CCB license number 205370 to include: Assurant Exteriors; Assurant Construction; Assured Exteriors; Assured Construction, etc. Due to the issues we had with PHIL SMITH and his company ASSURANT CONSTRUCTION LLC (CCB LICENSE: 205370; ADDRESS: 7640 NE AIRPORT WAY 56205, PORTLAND, OR 97238), we asked a relative who spent 25 years in the U.S. Air Force (now a retired Colonel) to assist us due to her experience with such matter. Throughout her career she established contracts with, worked with, managed, and oversaw companies whose contracts with the government ranged in value from hundreds of thousands of dollars up to multi-million dollars. Following is an review of ASSURANT CONSTRUCTION LLC during her dealings with him on our behalf. “The number and magnitude of the issues encountered with ASSURANT CONSTRUCTION LLC and PHIL SMITH in terms of: compliance with the signed contract, Oregon code, and/or manufacturers recommendations; quality of the work; and professionalism/customer care were among the worse and possibly the worse (relative to the size of the contract) I encountered in my 25 year career of overseeing contracts for the US military and in my personal experience of overseeing 6 contracts for myself and my relatives. Following are a few of the most significant issues encountered with this company: 1. New patio cover had slope below that required by code, contract, and/or manufacturer recommendation. Homeowners sent email asking for contract change order for review and signature, when they agreed to top of patio cover roof being lowered so as not to interfere with power pole. However, contract change order decreasing patio cover roof slope below that required per the contract was never provided. Nor did the company advise that the new slope required low slope roofing material per code/manufacturer’s recommendation. Phil Smith refused to correct slope to that required by the contract, code/manufacturers’ recommendations even during the Oregon Construction Contractors Board complaint process. The only thing which Phil Smith agreed to do was to change the patio cover roofing material to low slope roofing material which was not in compliance with the signed contract. 2. ASSURANT CONSTRUCTION LLC advised that a permit was not required for the new patio cover which homeowners found out later was not correct. Homeowners signed contract with statement that company would provide all necessary city permits (patio cover exempt) based upon company’s incorrect advice. 3. ASSURANT CONSTRUCTION LLC had to redo patio cover posts seatings (jackhammer up concrete and add rebar which was supposed to have been there but wasn’t) and redo patio cover framing/connection to house which was not done correctly. They did not do this until city inspector told them they had to uncover posts seating and patio cover framing so he could view it before permit would be approved. So company uncovered these items and then quickly corrected the posts and framing/connection before scheduling another inspection. 4. ASSURANT CONSTRUCTION LLC did not provide other permit (electrical) required by code and contract. Electrical required correction before permit approval. 5. Phil Smith was very unprofessional and not customer friendly multiple times when he was asked to do things he didn’t agree with. One example is when I asked him to do something per the advice of Portland code offices, he accused me of simply trying to cause problems, of doing so since the beginnings of my dealings with him, and that he would no longer talk to me but to have lawyer call him and then he abruptly hung up. In my entire career and in my personal experiences with contract companies, have never had a contractor employee, much less and owner or manager, act in such manner. This is one example of multiple occurrences of such behavior. 6. The above are just a few of the significant issues.

It was a nightmare working with Assurant Exteriors (AE). AE advertised to have a project manager to be on site during our project to ensure good communication, work quality, and project completion. As it turned out they had 1 manager overseeing 19 projects simultaneously. This manager had no time to watch over our project. His primary goal was to make sure the crews got their job done quickly to collect payments and move to the next job. Numerous issues had occurred: 1) Some of the windows delivered were broken and screens damaged. The manager had no idea which were broken and whether or not they have been reordered. 2) A basement window was enlarged without a temporary wall to support the load as quoted. 3) Roof ridge was damaged from being used as a support structure. 4) Siding was skipped on a section of the house. 5) Our brand new decks were craped. 6) Gutters and gutter screens were broken and missing. 7) Cost for fixing dry rot was quoted for $700-1000 became $2100 8) 3 week long project became 10 week project. We had to keep an eye on the work at every step. When we brought up issues with property damage, AE’s first response was to deny responsibilities. When we requested issues to be fixed before payments were made. Assurant Exteriors threatened to send their Attorney to collect payments. We had to resolve to shouting matches and got the Better Business Bureau involved before Assurant Exteriors fixed the damages they caused to our property.

I hired Assurant to fix an indoor leak that was related to outdoor siding. During that job, I asked them to look at some issues around my deck, where they identified the presence of dry rot and other water-related issues. As a result, I ended up engaging them for more work to fix those issues. <br>Throughout my experience with Assurant, I found them to be extremely professional and pleasant to do business with. There were a few communication issues with email, but they were quick to address them and eager to resolve them. The men who did the work -- Paul and Shane -- were always punctual, respectful, and did great work. Paul was particularly good at informing me of issues that he identified during the job, letting me know what was being done to fix it, and asking questions when he wasn't sure how I wanted to move forward. <br>Deanna, their office/project manager, was also pleasant to work with, very responsive, and quick to address questions and concerns. Overall, Assurant did a fantastic job and I would recommend them to anyone. <br> <br> <br>

<p>We had Jonathan Tutt with Assurant Exteriors provide us with a bid to extend our existing patio and to also put a roof over it for year round use. There were other bidders, but none was as detailed oriented. We knew exactly what to expect, and we had some design demands that added to the cost of the finished project. Jonathan spent a great deal of time with us going over every detail, until we were completely satisfied. </p> <p>Although faced with very challenging weather conditions, the work proceeded right on schedule. The new roof transitioned into the existing roof so smoothly, it looked like part of the original build. The new deck was the star of the show. All the other bidders intended to lay decking across the existing concrete, but Jonathan removed it in a single day. The reasoning was that down the road the concrete may buckle, which would push on the deck and become stressed, and damaged. The real challenge was to curve the end of the deck, so to add a curved sitting wall. This deck was made of teak, which is very hard material. Many drill bits and saw blades went into making this special deck. </p> <p>We could not be happier with the outcome! The close attention to detail was what made an average deck into a showpiece! </p> <br />

Jonathan was very attentive and responsive. My job had a lot of expected (old house, "unique" upgrades over the years, etc) and unexpected (rainy weather, wrong windows delivered, etc) quirks. Jonathan and his crew were friendly and informative and rolled with the punches. Though the job was not finished in the timeframe expected, these delays were out of Jonathan's hands and measures were taken to communicate and accommodate where possible. He is a fair, honest, and friendly person to deal with and I remained confident having him oversee the job site. And in the end, the result is beautiful, has improved my investment, and my renters and I are very happy.

Assurant Exteriors has made building our dream home a joy. The initial phone call all the way through siding and painting has been a professional, friendly, high quality, on-time schedule experience. The bids were in-line with others or better and his responsiveness to all communication was amazing. The final product never went over the bid and there were no hidden costs. Price is not everything though. Jonathan and his team made even the uneasy big decisions seem simple and they have saved us on this build in more ways than I can express. I truly believe that my house would not be as beautiful and well built if it wasn't for Assurant Exteriors. Great people to work with. <br />

We had a leaking window on our townhouse and called several companies from Angie's List. Of all the companies we called, only Jonathan from Assurant called back. I guess the others couldn't be bothered with a small, simple job like ours. <br /> <br />He came out armed with a thermal camera to get an idea about what was going on behind the siding, moisture-wise, and gave us a ballpark quote on the spot. A couple of days later, the official quote came in lower than expected. <br /> <br />On the day before the job, the crew lead stopped by to get an idea what needed to be done, and see about access, etc. The guys showed up right on time the next morning and got right to work. They provided me with several photos of the problem as I asked, and the job was done within an hour. They left no mess behind, and everyone we spoke to from office staff to workers in the field were 100% professional. <br /> <br />We will not hesitate to use Assurant again if the need arises, and we'll be passing on the recommendation to our HOA board. <br />

Assurant Exteriors did a great job on replacing the siding and windows on my duplex. Overall the group has high integrity, is very friendly and extremely responsive when needed. The one hitch, I found that the project manager, our sales professional and the contractor manager were a bit disjointed in communications and while all were extremely responsive and ready to help it took a bit of running around to get to the solution. I would see this as an area of opportunity to improve but certainly is a better problem to have rather than getting no response at all. <br /> The one price guarantee gave me a great sense of security and held true to the end. The final product is excellent and I'm extremely happy with the new hardie siding, amazing paint job and Milgard windows. <br />

The contractor offered a reasonable bid, and gave me several options. They used several subcontractors, all were professional. Once I decided to go ahead and use this contractor they started on the roof first. . Once they were finished on the roof they started on the siding. The contractor was held up on another job so the siding was delayed by a week or so. But once they started, they finished very quickly. Part of the siding needed to have some additional sheeting installed which was not included in the initial bid, but the price for this was reasonable. And finally they painted. From start to finish it took maybe 3 to for 4 weeks. They kept me informed of the progress and it was not difficult at all to get ahold of the contractor, he was always returning my calls, emails, or texts. I would use them again. <br />

Assurant Exteriors did a great job re-siding my house. Everyone was friendly and easy to work with. The old siding was quickly and cleanly removed, and the installation of the new siding was expertly done. Would recommend them and use them myself again in the future. <br />

Excellent experience with Assurant Exteriors. From the initial meeting with Jonathan to the siding crew. I could not be happier. The estimate I received was the best of the three that I obtained. However, price is not everything, there must also be quality, attention to detail and a guarantee of the work. Assurant Exteriors delivers in all areas and then some! I will absolutely be using them in the future. <br /> I highly recommend them to anyone needing work done on their home.
