Big island excavation

I needed a water tank liner, they said they had the one that I was looking for. I live a 2 hour drive away, and a friend was going to be in the area on Saturday, so she would pick it up for me. To hold it for me, I made a $400 payment, through Venmo, & my friend would pay the remainder when she picked it up. They called about a half hour later to tell me that they actually did not have the liner I was looking for and could not get it in for 2 months, so I requested a refund. They refunded me $392.31. There was a fee that was taken out on their end, from Venmo. I was not informed about the fee ahead of time, & I know that if you transfer money with Venmo over 1 - 3 business days, there is no fee. Twice I requested the refund of the fee & was told both times that it would be refunded, but it never has. It's been a week. If the situation were reversed, I would not have made the customer pay for my mistake. I am broke, & every dollar counts in my life, but I realize that this would not be something that others would dwell on. But it's the principal of the matter. The person I spoke to was very polite and otherwise, I have no problem with them. If they were to refund me this amount, I would be happy to post that on Angi.com.
