As per our agreement, he was to lay asphalt millings to our desired locations, including a nearby neighbor's driveway, and then return in 5-6 months to apply hardening chemicals to harden the millings. When the millings were laid and packed, they provided an invoice under a different name, Finish Line Paving and Construction, and we paid the amount in full. The neighbor's driveway was only about 1/4 completed. It has been 5 months now, and after repeated phone calls and texts, they still have not returned to complete the nearby neighbor's driveway or hardening chemicals. They essentially used our property to dump their millings (waste from another job), rolled it to compact it a bit, and then did not come back to finish the job.
