Complete Trenchless inc

I originally contacted Cesar with Complete Trenchless, because Seattle City Light said my electricity needed to be underground and King County wouldn't approve a permit for an open trench method, but would for directional drilling. SCL told me I needed to hire a contractor and they sent me an email stating the items they needed from the contractor and for the contractor not to do any work until the permit was approved. As part of the contract I had Cesar add that they were responsible for submitting the items needed by SCL and King County, which he agreed to and I sent him all of the needed info SCL requested when I first contacted him so there was never a surprise as to what he needed to do. After giving him money he proceeded to tell me via text and email every day that he would get the items SCL was requesting that night, but then he wouldn't do it. It became obvious he never read the information I sent him before signing the contract because a few weeks in he asked me for the application, which I told him there wasn't one, that SCL had one open with King County already, there was just the items SCL needed, which I had already given him. The pattern of him telling me every day he would get me the info went on for about a month and then he became unresponsive. I told him I wanted to hire someone else, because I didn't trust he was going to do what he said he would. He told me he could give me some of my money back, but not all of it because he had already potholed at the site. This was very disturbing to me since the information I sent him before doing the job clearly stated not to do any work until the permit was approved. He finally when I pressed to get money back sent information needed, but I had to research where the existing utilities he would be crossing were and send those to him, which was something I thought he would take care of. After submitting this to SCL they met with King County and had some issue that they decided they couldn't do underground electricity anymore and told me they were going to do overhead. I contacted Cesar and told him through text that they had changed course and that I needed my money back minus the $1,000 he was charging me for the work he already did. He never responded. I contacted him many times and no response. Eventually after a week of unresponsiveness I decided to just keep calling him until he would answer. When I would do this he would say he was busy and would contact me in 30 minutes or the next day and never would. I eventually got a hold of him after about 5 days of this and he told me he would drop off my money to me the next day at 11. He never showed up and has refused to answer any of my texts or calls. I've now filed a lawsuit against him and his bond in the superior court. This has been such an awful experience and he is now trying to steal my money. Honestly if he had already spent the money and told me he needed to work out a payment plan with me I would have been open to that, but instead he has just decided not to respond. Do yourself a favor and hire anyone else.

It was very good. They were very nice. They were friendly.

Overall, they did a pretty good job and their pricing was good. They were easy to work with.

Poorly! The workers were okay, but It wasn't a good experience. It was a two day job, but it took a three to four weeks.

It was excellent. They were honorable and they worked very hard. They finished the job in one day.
