The thicker your insulation (thermal boundary) The longer it takes for heat to transfer into your home. If you have a 300 dollar + power bill on a 1500 sq ft home and only 2-3 inches of existing insulation. . I'd have to say there's the bulk of your problem. Attics get upward of 150 degrees in summer time here in Arizona. 2-3 inches of insulation is not going to do much of anything at protecting your conditioned living space.
