I made contact with the provider through Angi, He was in the area so he went out to see the deck and then said he could start the next day. The tenant removed their personal property from the deck to allow the next-day start. The provider finished the work in a day and a half. The next day I heard from the tenant that the A/C was not working. The tenant said that the provider covered the A/C without shutting it off. The provider said he covered it with ~6" of cl;earance. I called an HVAC servide man who said that 6" of clearance was not enough it needs to be 5 or 6 feet of vertical clearance to allow for air circulation. The HVAC tech said that the unit needed a new capacitor because the original one had been overheated. He also said that if a capacitor has been overheated the canister would be bulged out and this canister was bulged out. So it seems that overheating due to improper ventilation from restricted air flow was the root of the problem
