I signed a contract on 1/12/24 with Jeffrey Allan Jr of J & S Construction to demo existing roofs and walls for existing sheds on the sides of our existing garage, then construct new retaining walls , metal roofs, and metal siding, waterproofing on the back of the existing garage, and new gravel for the new sheds and the disturbed portion of the existing driveway, for a total price of $33,900.00. He said he could complete the entire project in two weeks and began construction on 1/22/24, but he has not completed the work, and has not had men working on the site since 4/29/24. His workmanship was crude, and I often had to ask him to revise work to comply with what he said he would do, or to comply with good construction standards. Before he abandoned the project, he had not completed the walls or roof, but I had paid him a total of $25,600.00 because he said he the needed money purchase metal roofing, siding, and waterproofing materials. He said he had the metal in his construction yard, but I never saw it. That amount was not due in accordance with the contract until after the walls and roof were completed. I have since spent over 60 hours cleaning up the mess he left on site, completing the walls, and waterproofing the wall on the back of the garage, and have obtained an estimate that it will cost over $14,000.00 to complete the roofing as per the contract. This does not include the cost of doing the remaining work on the contract. For months, Jeffrey Allen Jr kept giving me excuses why he was not returning to complete the construction, then on 8/13/24 I sent Jeffrey and email advising him that If he did not tell me by 8/16/24 when he would complete the work, then return to do the work by that date, I would advise the Customer Solutions Dept of Angie's List and get another contractor to complete the work. He said he would complete the project between 9/23/24 and 10 /7/24. Then I received a text message on 9/25/24 from a Katie at 443-933-5451, stating that Jeffrey Allen Jr, had died and was having a funeral on 9/30/24 “please be there so we can say goodby to him". When I asked for info on the funeral, (after she had told me he had died), she said “Sorry, I have already contacted Jeff and I am sorry to bother you" . Neither of them will answer any of my followup texts or phone calls, since I questioned how she could contact him after he had died. Jeffrey’s Company address for J & S Custom Construction was 209 Shallowbag Lane, Jacksonville, North Carolina. He had told me he had done construction projects in North Carolina and Florida, I am concerned that he is now scamming people in the south in the wake of damage from recent hurricanes, either under the same company name or a new company name. I would hope that he not be listed as a reputable contractor for Angies List.
