Do not hire this company. Once the contract was signed and a $4500 deposit was made, could not have been a worse experience. Dishonest, misleading, poor communication, unprofessional, no follow through. We decided to cancel the contract with cause for unprofessional operation, and since that time the owner has refused to return our deposit. Essentially trying to steal $4500 from us. Will likely have to go to court to recoup our money.

His salesman comes out and builds a beautiful design through a cad program. Once you choose, the company comes to take measurements and agree on final details. He was supposed to follow up with the homeowner's association, but I had to do it because he didn't follow up. When I saw there wasn't any progress in the construction, I asked what was going on and was told that they hadn't heard from the homeowner's association (as he was supposed to). I called the HOA and within 3 days, got the go ahead. I asked when we would be starting the project, he told me "soon". I kept trying to get a hold of him, and each time there was an excuse for why he couldn't talk and needed to call me back. The building amount of excuses is unbelievable. I eventually asked for my money back, to which I was told that my $5,300 check for the downpayment had already been spent for use on other projects and that he needs to complete 'x amount of jobs' before he would be able to reimburse. Basically, this company is using money from upfront payments to fund other jobs and are therefore unable to return funds even when there has been no work completed. They are hoping that people will just give up trying to get their funds back. We are a retired couple in our 70's and this whole ordeal has caused sleepless nights and great anguish. Stay away!

Awesome! Premier does beautiful work. Their decks are examples of true craftsmanship. All the details are perfect. They router the edges, hide the wires, hide the deck screws. All you see is a beautiful deck. The fence is also beautiful!

I was amazed by the quality and design of the fence Randy and his team built for my backyard. Once they started the project, I was also impressed by the speed at which it was built. I ended up with the same type of fence Randy has in his own backyard, which tells me that he does the same quality work for his clients as he does for himself. Highly recommend these guys!

<p>I highly recommend Premiere Outdoor Structures.  They did an amazing job on my deck!  I wanted it to look good and last.  I elected to use Trex and spoke with several contractors.  I asked the contractors how they would secure the Trex to the existing structure.  Most answered that you install it the same as a regular deck, and they would face nail it.  A few said they screwed each board to the structure.  Many had not worked with Trex but were willing to learn.  I did not want them to get their education on my deck.         </p> <p>Randy took the time to walk me through the design and build phase of the project.  He showed me the difference between inexpensive pressure treated wood found at big box stores and the material that they use.  He showed me how the Trex boards are secured with special fasteners and the end boards would be secured with special screws that will be counter sunk and plugs made of the same material as the deck would be backfilled so no screw heads would be visible.  The deck design that he developed enabled better entry/egress to the house and fixed a couple of house/deck integration issues.  His team also fixed several weak points in the previous structure.  The builders were very professional, kept a neat work site, and at the end of each day thoroughly cleaned the work area.  The deck was built exactly to specifications, the craftsmanship and professionalism that his team displayed was wonderful.</p> <p>There is a difference between someone that can build a deck versus the Premier Outdoor Structures Team.  From the quality of the materials, to the thoughtful design, detailed build, and complete clean-up these guys are FANTASTIC!!</p>

My initial interaction with Premier was very positive - Terrel (their sales/account person) came very well prepared with quotes, diagrams, and really worked closely for me to build a design that met my needs. I was very impressed with this part of the process and my initial meetings with him and Randy the owner. The end product that Premier built is of very good quality and I am pleased with it, but there were some issues that were disconcerting (one of which I am still attempting to resolve, to no avail) that would prevent me from utilizing them again. First, I had to have an HVAC company come back and repair my condenser unit, because Premier had not hooked back up the wiring that controls the condenser from the main panel correctly. Randy the owner was very good about reimbursing me for this cost, given I had reminded them twice when the demolished the old porch and reattached the wiring to ensure it was done properly. Second, while we had a period of heavy rain in March/April, there were still some big delays in finishing the job in relation to originally stated deadlines. I was pretty laid back about this, but at one point I had to call Randy a few times to find out when the team was coming back to get the final scope of the fence done. In addition it was several days before the team came and carted away the remains of the rotted old porch - and I had to actually contact Randy about this and be very frustrated/direct for them to come and haul the debris away. Lastly (and this is the biggest one), while I paid for all the appropriate permits and we had all the signed forms, Premier apparently didn't get the permit for the fence. As a result, I got notice from the District of Columbia I was in violation. I ended up spending 1/2 day down at DCRA trying to resolve this - and DCRA indicated I was liable for a $2K fine plus the cost of the permit (the permit cost was very small). While Premier had all of the permits and inspections for the deck, they had not obtained anything for the fence. I contacted Randy that day and he indicated that he would pay the fine, but first wanted to contact DCRA himself. This was back in August of this year. It is now October, and I have emails back and forth from Terrel and Randy indicating they will be going down to take care of it "next week". I have repeatedly tried to contact them over several weeks via email, text and phone and no response. Because of this I cannot recommend them. At this point, I would not recommend at all because of this. It is very unfortunate, but after spending over $17K for a deck plus a fence, including relying on Premier to get all applicable permits, I feel I have no choice.

This job was a nightmare. First, the project started later than quoted due to the vendor not filing the permit in a timely manner (he had 4 weeks from the time we signed the contract until the proposed start date - he did not file the permit until the end of the week prior to the start date). Then the 2 week project took over 2 months, due in large part to his crew not showing up repeatedly, then quitting, then a second crew having to come in and rip out the work that was already completed because it was not done well. Once all of that was finally completed, the company did not complete the final piece as required per the contract (there was an exhaust pipe that was to be extended to meet county code). The owner repeatedly claimed he was too busy or was out of town and could not come out to look at the project and address a concern we had with the stairs not being built as designed. We ultimately gave up on the stairs as we did not think he would do quality work. To this date, the project has not been completed (although the owner is trying to get it completed this week...). The initial contract was signed May 7th, the project was supposed to start by June 4th, it actually started June 13th, it was not completed to a usable state (everything complete except the pipe extension) until July 20th. It is now October 23rd.... The deck does look very nice, but the owner does not reply to messages for weeks at a time and stopped being concerned with our project once he got the bulk of his money. On another concerning note, we had to change the proposed wording of their contract as they were offering a $500 discount for an A review on Angies list and we changed that to be a $500 discount for ANY review on Angies List.

It was a really easy experience. They were able to come out not too long after we first called, able to give an estimate and some drawings not long after they, able to start the work not long after we decided to pull the trigger, and able to wrap things up not long after they started. Everyone was responsive and professional. We were happy with the design, the effort, and quality of work. Of course the truest test will be how well the project holds up over the years, but so far, so good. It looks great, the price was reasonable, the team easy to work with.

Outstanding work. I gave them an A on everything, but they were really an A+. The whole process from appraisal and bid to finished product was excellent. They did exactly what they said they would do and did it on time and within budget. Joey was out carpenter and he was fantastic. He called me every day to keep me posted on the progress, sent me pictures at work when I was unavailable, and acted like a pro. Randall, the owner, also called and emailed to check in and see if everything was okay. I can't say enough good things about them without sounding like they paid me to say it. This is how the whole contractor/customer relationship should be handled. It was one of the best experiences I ever had with a contractor. The price wasn't the lowest, but it wasn't the highest either. I would hire them again in a heartbeat, and strongly recommend you do the same. Trust me! Bill

The quality of work performed by Randy, Terrel, and crew is unbelievable. It all started with a 3D design by Terrel which really helped us figure out what we wanted to do. Terrel helped us adapt the design throughout the process. The result is perfect. Exactly what we wanted. <br /> We picked these guys because they had lots of experience in working with Ipe. It paid off because they did an amazing job. It's been almost a year and not a single issue with the construction.  <br /> Details on what was done: <br /> - Replaced/repaired existing porch/deck structure. <br /> - Wrapped entire structure with ipe lumber. <br /> - Outdoor kitchen with granite counter tops, built-in grill and refrigerator. <br /> - Custom ipe privacy screens to hide A/C unit and screen from neighbors. <br /> - Hidden shed under porch. <br /> - Hidden Garbage unit. <br /> <br /> <ul> <li></li> </ul> <br />

The work went really well. The product that was installed was of very high quality and the personnel performing the work did a great job. <br /> The only think I would ask future potential clients to do is to get a firm schedule. These guys are great at what they do and always have people knocking on their door for work. Good problems to have! The level of quality they provide is so good that their backlog gets full quickly. So make sure you express any dates you're looking for them to meet. We were very flexible with our dates to meet their schedule and it worked out great. <br />

<p>I first learned of Randy Morgan thru a neighbor who had a poorly constructed deck fixed by him.  I starting collecting bids (no less than 10) on a rather large project about two years ago and his was the best price by a considerable amount.  After a while I would tell a prospective company what the best quote was and no one even bothered writing one.  I contacted Randy, he updated the drawings and we set a date.  The demo of the existing deck went on time and as planned.  The crew he initially sent started the framing for the new deck and began the process of decking the upper level.  After a about week or so I contacted Randy to come look at some concerns I was having.  The Forman was out more than he was here for legitimate reasons (injury and sickness), never-the-less he was absent. Randy came and we reviewed the progress.  He immediately removed the crew and assigned a new one.  The second crew basically started over, replacing much of the finish work and the stairs.  The new crew worked weekends and stayed late. To accommodate for the delay in completion he 'compensated" with additional decking under the stairs to use for storage.  We had the final walk thru today and picked up on a few areas that seemed irregular.  He had that wood immediately replaced to my satisfaction. </p> <p><br /></p> <p>There is an old saying a good carpenter know how to hide their mistakes.  This was not the case here.  Mistakes were taken down and completely replaced.  The amount of lumber that had to be removed was considerable and at no time did he ask for a cost increase.  He  was responsive to my requests and made sure the deck was completed to my satisfaction.  He personally completed much of the finish work to ensure there were no further problems or delays.  There were a few days over the 5 weeks of work when no one came.  I did have to contact him to find out that it was pending County inspection. Otherwise,  communication was adequate and significantly better once he had to switch crews. </p> <p><br /></p> <p>The project did go three weeks over the estimate but much had to do with the complete replacement of much of the initial work.  Although a little frustrating he did not compromise quality for speed. There was also a brief delay in amending the permit secondary to a change in requirements and replacement of some rotten wood which I had him also repair.  He is a bit difficult to get a hold of if you just try to call.  I found texting gets a rather quick response.  I am sure that someone who tried to call him recently would have gone to voice mail as he was working on my deck to get it right...  email was the best way to deal with the initial plans and contract.  </p> <p><br /></p> <p>All in all, I am pleased with the finished project.  It is unfortunate that we had to deal with the problems associated with the first Foreman not being able to be on-site.  It appeared that he was not forthcoming with  Randy about his presence.  Once discovered he took corrective action.  I have another project planned in the future and would certainly use Randy Morgan again.  </p> <br />

From start to finish the experience working with Randy and his team was outstanding. They showed up right on time for the estimate, provided drawings to help me obtain permits (I expedited my own permits on this one as the DC homeowners center is faster / easier for fences, etc), and worked quickly to complete the job in the timeline they stated. What really impressed me though was the quality of the workmanship. Small details such as smoothing and rounding the edges of boards, laying the decking diagonally as opposed to simply perpendicular to the joists, etc was unexpected and impressive. I will be building roof decks on my property in the coming year and after this experience will definitely be looking to Randy and his team to do that work.

They did a great job. Luis provided me with such a great, detailed design that my homeowners association easily approved my application to replace my wood deck with a composite deck. After scheduling the work, they assigned Oscar to my project. He did a great job. He even worked on a Saturday. Randy, the owner, was easy to reach and discuss any issues. I have one problem - I can't decide the thing I like best - the lights, the color (how well matched to the composite that I could stain the wood), the beauty of the composite decking or the fact that I can walk barefoot on my deck! <br />

Premier Outdoor Structures built an incredible composite deck/patio with all the trimmings and we were highly impressed. Luis Figueroa was the designer who took the time to listen and interpret our vision for the project.   <br /> Luis asked questions about design, function, and materials to fully understand our needs; he was able to educate us about creating an outdoor living space and not simply a structure. His architectural background impressed us and none of the other <br /> companies that bid for our project came close in regards to professionalism, creativity or passion. To top it all, Luis came back with the best-valued proposal! <br /> Randall Morgan took over the execution of the project running the construction operations. He was great and we were highly impressed with his craftsmanship skills, knowledge and passion. His standards for his crew are high and we notice the attention to detail that was emphasized during the entire process. Word to the wise, let  Randy do his things because he really does know what he is doing!    <br /> The deck and patio turned out better than we could have ever expected!!!  In fact, our next-door neighbor had a recently built composite deck with the same features that is not comparable to our deck, in fact I can say ours is the best in the entire neighborhood. Luis was right when he said that a deck on a proposal may look the same but the attention to craftsmanship makes a huge difference. Our deck looks sturdier and simply beautiful with the trim work and railing! <br /> We highly recommend Premier Outdoor Structures and would use them again in a heartbeat!!! <br /> <br />

We had just purchased a house and we knew we wanted to add a deck. We were trying to decide size, materials, layout etc, and knew we would need a lot more information than what we had on hand. We had four companies come and provide us bids. Premier was the best at listening to our requirements and providing us feedback. They also came out to be the best price. Louis came out and walked us through what we were considering, actually designed a final product that we could have built and added onto over time.(we ended up building it all at once.) We were very concerned about the craftsmanship and details. Louis not only showed us pictures of the companies work, but walked us through multiple decks Premier had built in his neighbor hood and around town. Randy and his team did a great job of putting the deck in. They finished the work in the time frame they said they would. The details in the flooring, the stairway and benches were exactly what we were looking for when we started the process with Louis. We are very happy with everything Premier did for us.

Outstanding,........Randy and Terrel were extremely attentive to every detail of the project. I competed 5 different contractors for the job and Terrel was the only one to actually show me CAD displays of the project. When it came down to choosing between the final two contractors, he pushed me over the edge by convincing me that I would be extatic with the results. The price helped too as it was very competitive. He showed an extensive breadth of knowledge in design and had very good ideas on what would look best. They were a little delayed in starting because of hurricane Sandy but when they started work the construction crew was extremely polite, skilled and attentive to how the job site looked every night when they left the site. The thing that stood out the most is their attention to detail. Even the smallest job was done right, or redone until they were satisfied. Randy came several times and one time convinced me to vary from the original plan to put solid walls instead of lattice. He was right and it looks amazing. One of the critical features I wanted was no "rafter ties"',,,,,,,,,I wanted an open vaulted ceiling space. This was a problem with the structure being as big as it was. Randy and his team came up with a solution of an engineered main beam that allowed . I was extremely pleased. Next they brought in a sub-contractor who replaced the entire roof. It looks amazing. We have gotten more compliments than I can count. Their team was courteous and they knew it was a big commitment. We are extremely happy with a screen porch we have dreamed of since we bought the house. My hat is of to Randy and his team. I will post pictures soon. <br />

We were impressed with the design and quality of workmanship (from photos) of Premier Outdoor Structures, but their quote was higher than two others we received around the same time.  We reluctantly told them that, while we were convinced they had the superior product, the price was outside our range.  They countered with a request to know what our range limit was, and an offer to work with us to find a design/plan that would fit our budget.  Wow.  They were the only ones who made any such offer, and we were impressed.  We worked out the design, and they worked within our budget. <br /> We were somewhat disappointed not to have more spontaneous ongoing communication from Premier about the schedule, process, and progress of our project.  However, whenever we did contact them to ask questions or request information, they were responsive to our questions.  Once we became more proactive, we were happier. <br /> More importantly, the work was first rate.  Their design allows us to add enclose the deck in the future should we want to.  In the end, we have an absolutely gorgeous deck - the quality of the workmanship and craftsmanship is first class, the price was within our budget.  In the future, when we undertake a project of this sort, we will take more initiative in requesting information and updates.  We would not hesitate to hire Premier Outdoor Structures again. <br />

The main job this company did is excellent work. The problems showed up after the main job was finished. Upon his recommendation we bought this new deck sealing system which was quite expensive. The sealing system was improperly applied by them so the sun destroyed it and now the deck is bald. Plus the fact that it gets scratched by chairs and table in the screened in part. We let him know about this by phone messages and e-mail.. We bought the expensive sealer again and we are still waiting to be reapplied. No response. I finally left a not so nice message and got a phone call promising me that it will be done 3rd week of August. We waited. Nothing. I called and left a message; no reply. In short, this company does a beautiful main work but they do not finish what they do. You want to hire them, be prepared to have someone else to do the finishing touches.and painted it all.
Response from Premier Outdoor Structures
"My name is Randall Morgan, I am the owner of Premier Outdoor Structures and I would like to respond to this review. I would like to say first off that I have spoken with the homeowner and scheduled a time to completely remove and reapply the protective coating to the flooring. Weather permitting within the next two weeks. There are a couple of notes that should be added however: 1.) The protective coating in question was a new product to our company and we had never applied this particular product. The homeowner was fully aware of this fact and we discussed this at length prior to their decision to move forward with the installation. 2.) The contract we agreed upon did not include the application of this product but included a much less expensive product which was very easy to apply and lasts about 1 year. The attraction to this product was that it claimed a much longer lifespan with a single application. 3.) There was NO ADDITIONAL CHARGE for the 60+ man hours that were necessary for the application of the product which included sanding of all the surface areas, cleaning with Acetone, application of two layers of primer coats and two layers of finish coats. In an attempt to produce the best possible end product that we could we agreed to do the application at the company's expense. 4.) It came to light after the problems with the failure of the product that the manufacturer decided that the primer coat was incompatible with the finish coat and has since reformulated the primer coat to work better. There were also numerous other projects which were installed by another contractor using the same product which suffered the same fate. The contractor in question was the distributor of the flooring coating and the person who instructed us as to how the surface should be prepared and the coating should be applied. 5.) After finding out that the product had failed and would require additional man hours to strip off, clean the flooring and then reapply new product our company agreed to come back and perform the work AT NO ADDITIONAL CHARGE again. However due to it being the busiest portion of the year and having numerous other projects that we were committed to we could not schedule the work immediately, as well the homeowner also had previously scheduled visits from family and friends which would not allow us to perform the work until the middle of August at the earliest. This again is a very busy time of year for us and we value our customers, their happiness, satisfaction with our work as well as our commitment to the schedules we have made with them and were unable to accommodate additional work to the schedule at that time. 6.) We regret that we were unable to address this issue in a more timely manner, our customers satisfaction is our utmost priority and we are committed to seeing this and all of our projects to completion and our customers 100% satisfied."

At the initial visit from Mr. Randall Morgan, I had a general idea of what I wanted to do to replace an aging grape stake shade structure that supported a large wisteria over the patio.  I wanted some solid roof area to protect chair cushions from the rain, but I did not want to do a solid roof and eliminate the plant.  Mr. Morgan listened carefully, and sketched some possible variations on designs.  He described several options of material choices and prices.  I was impressed with his suggestions, and the fact that they were very original in comparison with some other contractors I had interviewed about the work. The quality of the work, and the energy of the crew, was impressive.  The crew worked quickly through the hottest days of August. Another quality worth mentioning is Mr. Morgan's commitment to customer satisfaction.  Several small design changes, which always occur in building projects like this, were handled easily, without stress about contract changes. We are very pleased with the results.
