Service and experience provided by Robert Likens Electric can be summarized as incomplete, unsatisfactory and unprofessional. It is the worst experience I have ever experienced without exaggeration. The service or lack thereof have contributed to significant additional cost to redo the work while also causing delays to have my property pass its required state inspection. I have detailed outline of events and evidence below to show how Robert Likens Electric failed to deliver the contractual service, disregard customer’s urgencyas well as use of inappropriate language and derogatory tone to me for my age, race and English ability. On September 7, I reached out to Angies List to obtain a service provider who could bring my property’s electricity up to code and pass required inspections. I contacted Robert Likens Electric as a recommended service provider. After in-person assessment and consultation, Mr. Likens provided a detailed scope of work for total cost of $9750.50. Below is the specific details of the contract under “Whole House Rewire and Service”: In order to begin the work, Mr. Likens further outlined in the contract for me to pay ½ the cost up front at $4875.25. It also outlined that the remaining half will be paid at time of inspection. With Mr. Likens communicating that he was ready to work, I agreed to Mr. Likens’ terms and processed the payment via Square on September 27. I also communicated to Mr. Likens that my homeowner insurance was expected to expire on October 28, and asked that we can prioritize the work with that deadline in mind. With growing concern of the provider’s limited presence and work on location, I reached out multiple times to Mr. Likens on status. I also continued to remind him of my insurance status and insurance providers’ requests to provide additional details for the work. I further advised that I would be out of country on Dec 6 for an extended time. After my insurance expired and passed October 28, Mr. Likens finally updated me on select permits he decidedto work on, determining his own 3 cherry-picked scope of work (kitchen, smoke detector, basement rewire) to be performed, instead of the contract’s requirements ofwhole house rewire in getting the inspection passed for the property. Additionally, while our contract cites that 2nd half of payment be made ahead of the whole inspection, he required that I pay the rest of payment as the 2 of 3 cherry picked work (kitchen, smoke detectorwas near inspection-ready. Additionally, Likens also expressed his limited numberof workers and even suggested it may be better to use a different provider to complete the full scope of work to pass the full inspection, leaving me completely helpless and frustrated. I reluctantly paid an additional $2,440 to Likens and stipulated to Likens that rest will be paid when our agreed inspection passes. I further advised that I would be out of country on Dec 6 for an extended time, and asked he be considerate of the timeframe as he will not be able to continue to work in my absence and upon my return in mid-January after the holidays. On November 11, I contacted Mr. Likens of the planned inspections on 11/25. Mr. Likens cited more personal situation of injuries that limited availability. When I asked about a particular situation regarding damage on my drywall, below is a profanity filled unprofessional response I received from Mr. Likens (please see Appendix for full exchange). This is exemplary of how he interacted with me in person, insulting and derogatory: On 11/26 (day after inspection), Likens requested I pay the remaining balance of $2440 on the contract, citing that 80% of his work was completed. Having my credit card info, he continued to suggest that he charge my card to which I refused to authorize. I told him that I’d like to see the Inspection results to confirm that his update on 80% confirmation was true. He continued to press to charge my card on 3 different occasions withoutmy consent (11/26, 11/27, 11/29). Mr. Likens also continued to push me to cancel his work to void the work he was supposed to finish. Upon returning on January 17, I shared my long list of failed inspection results with Likens, who had cited he completed 90% of the work. While he argued that I didn’t respond to him in December, I had given him weeks and even a month in advance guidance of my planned absence. He also had continued to disregard my own timeline continuously. As the inspector advised that Mr. Likens is not near completion, I approached Mr. Likens to complete the work properly for the last time. Likens refusedand cited it’s out of scope of what he agreed to perform (no proof) accusedme of being a bad customer with bad intent. Throughout this entire experience, I have experienced the worst ever service from a professionally licensed technician in Robert Likens Electric. I relied on the provider’s honestyand professionalism, but he pursued to take advantage of me and tried to charge me the cost of work he didn’t finish. Likens knew as a customer what I wanted exactly – to get my property to pass inspections for my property. I trusted his assessment and his confidence and expected he get the job done with my full willingness to pay for his service, even with compromised timeline. Instead of being honest with me and admit that it’s out of his abilities to meet the timeline or he simply lacked the skills to get the job done, he chose to take advantage of me and my situation – and tried to charge me for every cent while I am still left with unfinished work six months and counting. He even threatened to charge my credit card withoutmy authorization. I am now at a loss and have reached out to additional electricians who are less willing to take on anotherelectrician’s unfinished work. I have lost many months of a functional house that is continuing to result in major loss of revenue and investment. All this while I paid him 75% of the cost, paying out of pocket $7,315.25, especially with not being able to take advantage of my homeowner insurance that expired with his disregard for my timeline. Furthermore, I’d like to also presentevidence of unprofessional, safety-failed work assessed by the inspectors including 1) installation of unqualified safety circuit breaker HOM10kA by Likens (Exhibit 37A) as well as safety hazard installation photos (Exhibit 37B) 2) illegal powerline setup on the roof withoutpermission where it was deemed a violation with potential for major damage (Exhibit38). Overall, I hope all details above including communications, contractual agreement, and photo evidence is sufficient enough to understand the unacceptable service provided by the this company. I would greatly appreciate Angie’s List in assisting me in rectifying this matter in every shape and form.
Response from ROBERT LIKENS ELECTRIC
"This lady has been though 6 plumbers, 4 electricians & 3 general contractors. She is a con-artist who gets people to do work for her then sues them to get her money back. Look up her name and see the fraud cases she alleges. The last electrician to work on her home is suing her because she paid him with a card then cancelled her payment. He even called me to let me know. I will now be suing her for the remainder of the money she owes me and for putting my company down with false statements. Proof is in my reviews. I have been doing work since 2005 with a 5 star rating and over 500 reviews. Angie's List should look into reveiws before they post them. I will let other contractors & permit offices know about her so they don't get taken by her as well. I will get together all the permits and the permits that passed inspection before she stopped paying me. My lawyer will be contacted today to see how about to sue her and this lead service for giving people the wrong impression of my 5 star company. This customer had illegal electrical work done in her home by an unlicensed contractor before me, and I have bent over backwards to try and help her. While she might say that her homeowner's insurance was cancelled, this is a lie as I worked directly with her homeowner's insurance and provided them all needed information they requested in a timely fashion. There were 3 permits obtained for her job. 2 permits passed inspection on the first review. The 3rd permit is the only one not complete, as she refused to pay the balance owed. This permit was never finalized. The inspector had no issues with my work. Due to the illegal work she had done and drywall that was covering it, the county requested that an outside testing company come in to do electrical testing on the illegal wiring. This is the only electrical work that has failed inspection, and it was not done by me. I also have the harassing emails she has sent me, but I will be the better person and not show them here. Again, this will now be referred to my lawyer."

In the main, fine. Mr. Liken purchased and installed white/ivory outlets that did not match the almond colored walls and switch plates. I had to purchase almond outlets, which Mr. Likens returned to install after removing the white ones that he left me.
