I would avoid this business at all costs. I began working with Jacob on 9/2 through Yelp quote service. He was very responsive initially and provided a quote in line with a few others for leveling a pier and beam home. He promised to provide additional services such as replacing damaged wood, installing insulation as necessary under the flooring, and adding 2 truck loads of sand to fill in a large depression under the home. I asked if this work required permits and if he had insurance and he stated yes to both items. On 9/7 he viewed the property and confirmed his quote was valid. He said he needed 25% down to lock in a date and 25% before work would start. I told him I had a window for the work between 9/20 and 10/6. He ensured this was adequate time to get the permit and have all materials ordered. I paid him $1862 on 9/07. On 9/15 Jacob confirmed he had the permit and could start work on 9/20. At this date I paid him the additional 25% = $1862. I agreed to meet him onsite at 8am on Monday 9/20. On 9/20 he did not show up when planned, but did arrive, however only to take measurements. He could not provide the permit but ensured he would follow up with the city. On 9/21 he said the city needed additional documents and he would send them. For the rest of the week I requested updates but didnt receive one until 9/26 when he said he would send the insurance cert, permit, and drawing. On 9/27 I expressed concern as he never sent any documents and couldnt tell me when he would start work. We messaged back and forth and he ensured he would provide the documents that evening and start work at 7am on 9/28. On 9/28 he did not arrive in the morning to start work. He came by the house around 11am by himself with no crew to do work and dropped off a hand sketch of the leveling needs, texted me an insurance cert that was active as of that day but didn't allow for foundation repair or provide insurance for employees. However, again he couldn't provide the permit. He said it was in his girlfriends car. He ensured he would provide it the next day when he was going to start work. He said he would be onsite with his crew. That evening it rained heavily. Jacob and I communicated in the morning of 9/29 and he said he would come by with a pump to remove standing water so he could start work. He arrived mid morning by himself with a single sump pump but no hose or extension chord to run the pump. I provided them and we hooked the pump up. Within 10 minutes he took a call and said he had to leave to take care of something. At this point I had completely lost confidence in him and his companies ability to do the work. After toiling over what to do I called him at 11am and asked if I could cancel the contract and get a refund. He said yes and said he would be by in an hour or so and we could discuss the refund then. He arrived 5 hours later. He wrote on the contract "Cancellation of Project, Refund to be given" and we both signed it. He ensured he would provide the refund that evening, 9/29. To this day on 10/12, no refund has been provided after multiple follow up messages and phone calls. This evening I had to file a complaint with the Texas Attorney General as Jacob is not willing to provide a refund.
