Roof started leaking within 2 weeks of being put on. Dry wall damaged in bedrooms. Won't respond to call, rude salesman and obviously shoddy work. RUN, don't walk away from this company.

We worked with Bill Miner and Scott from the beginning of the project to the very end. Bill stayed in contact with me through out the whole process by phone and came by the house numerous times to check on the project. Bill always took my calls, when I had a question and was very responsive to my questions. We would definitely use Starcom Design Build again.

It went really well thanks to Bill M. The quality was custom standards. The team worked with us in finding the most economical way to accomplish the job. The on site team was professional and friendly. We have numerous other projects in the queue including two bathrooms and will definitely ask them to bid on the work.

The entire project from start to finish was a wonderful experience. We first met with Bill Miner and Scott Chattin who helped with the design of the project including a walkthrough of the area, providing ideas on the renovation, and the selection of materials. Both Bill and Scott listened and were responsive to our requirements. Their warm personalities and friendly banter made it feel like we were working with old friends. Our experience with the actual labor crew was also top-notch. Derek and Marlon ran the show and were incredibly responsive to our questions and concerns. I believe Derek provided a response on all of my emails by the following business day. The crew was detail-oriented ensuring that even the smallest issue was resolved to our satisfaction. I really can't say enough about the Starcom group that we worked with. I whole heartedly recommend Starcom for your next renovation project.

Quality of the materials and workmanship both good. Mildew-proof panels are particularly impressive and should also provide some soundproofing. Bathroom is equally nice, moved from a tiny half-bath to a full shower/full sink/toilet, nicely done. Caveats: communication and scheduling are not perfect, keep on top of details about materials and be explicit about what's wanted, it's way easier to have something done once than done and redone. Overall, very satisfied, these folk are easy to talk to and do nice work when they know what you want. Recommended.

Overall, the job went very well. As with any project involving several trades, there were some minor glitches in scheduling -- but nothing that was difficult to manage. We stayed pretty much within the original floor plan and layout of the kitchen (i.e., didn't have major plumbing or electrical changes). But we did remove an existing pantry (i.e., closet-like structure) and replaced it and the entire wall with floor to ceiling cabinets. For us, there were two major aspects to this job -- the design and execution. The design was fantastic as the lead on it (Tim Welsh) did an outstanding job of translating our "wants" into a realistic design model. In the end, everything spec'ed out in the design was executed according to that plan. Tim worked with us in selection of an appropriate backsplash (we're not into subway tile), selection of granite countertops and cabinetry. All of the design elements came culminated in a kitchen we are so happy with. Now, with regards to execution, all of the work was done in a professional manner. One issue we had to face was that we did not elect to replace the existing tile flooring. Fortunately, we had saved tile remnants (the original tile no longer available) and the installers worked magic to fill in areas uncovered from removal of the old cabinets that had the tile installed around them. Hard to describe, but this was a major concern in how the work would turn out. Once the flooring problem was resolved (I mean, we were down to scrap pieces of old tile), the new cabinets were installed without any problems and now the dishwasher is not "land-locked." We also had the entire kitchen and adjoining family room painted (Shaker beige). No challenge there, but just another trade to coordinate. All done in a timely and professional manner. We had electrical work done (adding a new ceiling fixture, moving a switch), but nothing major. The plumbing was pretty much the same as before except the pipe sizing was updated to correct slow sink drainage. Finally the cost -- we felt the total cost was well worth the effort and products installed -- a good value!

Bill Miner and Dave went over and beyond with answering all our questions and being on top of everything. The quality of workmanship was well worth the price. I highly recommend them for all your remodeling needs. In the middle of everything, tragically, my wife's mother passed away. We felt totally comfortable leaving Dave alone in our home finishing up the project while we attended the funeral. The remodel done in our bathroom turned out beautifully. We will definitely hire Stardom again in our next remodeling project. Amos and Jackie

Starcom did a great job, this was a complete kitchen tear down and overhaul. The floor was ripped out, the counter and cabinets were removed, and the doors/windows were relocated. It was a big job and Starcom made it happen. Bill Miner, Scott Chattin and Dave Laflamme really gave me a kitchen that is the envy of the neighborhood. At the beginning Bill and Scott visited us a number of times. We spoke to other contractors, but they all gave us the same recipe... a remodel, with new appliances and a new counter. We were looking to change our kitchen drastically. Bill and Scott did this, they guided us through what we can and cannot do with the budget we had. They really worked with us and provided us with many options. Scott and Bill took us to find the right cabinets and the right counter top. That was the fun part... when the work began, it was a little rough living with a packed up house. The clutter was a bit much, but Dave Laflamme helped out tremedously. He made sure that the dust was concentrated as much as possible. He also made sure that the work and staging area was isolated. His craftsmanship on the crown moulding was superb. The attention to the finished product was very nice. At the end of the day we have the kitchen we want with some extras that were not in the original design, i.e. heated floors and ambient lightiing. I have attached the before and after pictures... its quite startling, that these are pictures of the same house. I'll let the pictures speak for themselves.

Had to let this contractor go. They were let go 2/16/2017. First, their worker handled and left unwrapped Pink Fiberglass without any type of protection in the work area. The fiberglass was not wrapped in plastic and appeared to be old. They left several cubic yards of unwrapped insulation sitting on the floor for a week. They thought that because the pink fiberglass has the word ECO in it that, that it's now safe to handle without gloves or eye protection. The project manager even joked that customers look at him strange when he demonstrates how safe it is by rubbing it on his skin and then he starts scratching, but he knows it is safe because it is marked with an ECO label. As the product data sheet shows, eco means that it's merely formaldehyde free but still irritating fiberglass !!!! Similarly, we negotiated to have greenboard used in place of regular drywall but, nope, they show up with regular dry wall. Same excuse, it's "ECO", it must be the same as greenboard. So a cheaper product than what was in the contract. This is a general theme of where I negotiate for something in the contract and the company either ignored it or feigned ignorance. "Oh what, you wanted that?" "Yes, see the email we went over line by line". Next they were supposed to put an end cap on an HVAC duct and instead the genius decided to use "Great Stuff" expandable foam INSIDE the end of the duct to close it off. Wow. The worker had such a field day he stuck the foam in all sorts of other places too; near electrical connections and it his newly added drywall joints. I don't know if he knew the HVAC was on or off when he shot that stuff in there. That would've been a mess. The work is being done in a 400 sq foot space and they wanted to use an 88,000 BTU kerosene heater to cure drywall mud. We told them "nope" as we were concerned about carbon monoxide and water vapor. We supplied an electric space heater. A major part of the contract was floor installation. Despite a lead time of at least a month, the flooring subcontractor [ CB Flooring, currently rated a whopping 1 star on Yelp] showed up 3 days before they were scheduled to install the floor only to announce that "it would be a quite a while" before the materials would be on hand. The GC got scarce after I shared that email. The final straw was the lone jack of no trades employee decided on his own, with no notice or approval, to attack some old asbestos flooring tiles. The plan had always been to cover the things up per EPA guidelines. So, the worker knew what they were because he remarked that under his old ServPro business he would charge $5k for removal of the tiles. He knew! After a few conversations, it was reiterated over and over that he would not touch them. We went downstairs after he had left for the day and realized that he had started manually whacking at the tiles to remove them. There were still shards of the tiles laying on the floor and under nearby appliances. So a person who was well aware of hazards (and Maryland regulations, I would assume) regarding asbestos chipped and scraped and started to remove them. This is what every professional would agree is the worst case scenario when handling the substance. Without any approval at all. The general theme of their work was that they don't care about dangerous or irritating chemicals. The drywall looks like it was laid down by monkeys. Actually, speaking of drywall, I would have fired this company based on the ineptitude of the drywall work. To put it in a word, the drywall is egregious. Attached photos shows the window's ledge was removed and replaced with jagged and unevenly cut drywall. Plus the corner of the 4 by 5 foot window was cracked by the carpenter when creating this monstrosity. There's foam sticking out of random places. The workspace is the kitchen, in which all that remains is fridge and washer/dryer, so we still had to walk downstairs from time to time. There was no end of day clean up and they left the workspace dirty and covered with wires, nails, a razor blade, and dust. And not to forget the uncovered fiberglass. In addition to all the headaches, a huge failing was the untimely replies from the project manager and his boss. Have an entire screen-o-matic video capture of questions and issues that were posted on buildertrend and never answered by project manager. Starcom set this up when we were their client. But the only times the project manager replied was after several days and usually never answered simple questions. Important voicemails never replied to. Just a horrid experience. To err is human and we're forgiving people, but Starcom opted to assign an employee who worked in a very unworkmanship-like manner. Only when we told them all work must stop did they scramble & their ears ***** up. Too little, too late, too bad.
Response from Starcom Design Build Corporation
"Starcom Design Build A previous contractor had done extensive demo work in the house before we started, we assume it was Case Design Build from the previous posts. Before the project was started we had a pre construction meeting. The worn out loose vinyl tiles in the work area were discussed and the project manager told the owner these can not be preserved in pre construction as we will be removing and installing concrete. Storing fiberglass insulation before we install in the work area is not against building codes, nor has it been an issue for the past 30 years we have been using this product. HVAC ducts are now sealed in new home construction with spray foam. We have to have heat in mid February in order to install flooring and drywall. Though we did not use the kerosene heater it is an acceptable way to heat a home during construction. CB Flooring had not started their work because we had demoed the concrete floor to install an electric conduit. Drywall finishing work is done in three phases; the first phase was half complete. We worked on this home for approximately 10 working days. A lot of difficult work was completed. Several companies worked before us and several after us. If you read the posts; Mr. [Member Name Removed] has a pattern of not letting the contractors complete their work. He abruptly sent us an email and would not let us discuss the issues. When we received the final invoices from trades people and suppliers; a letter of credit was sent to Mr. [Member Name Removed], by certified mail, for him to approve as per our agreement."

Absolutely wonderful! From the first meeting to completion of the work, every step went flawlessly. Bob and his team's attention to detail ensured the end product exceeded our expectations! The addition looks like it was an original part of the house. The most important part of a construction project in my mind is a commitment to the timelines and check offs. Every, and I mean every, step was on time and perfectly done. At the end of each day the site was cleaned and put in order. This minimized our "anxiety" over the process. If I ever need additional work done in our house I would only call one company, Starcom. Without doubt they are the best in the entire Washington Baltimore Metro area. Thank you Bob!

Once we decided to do some remodeling in our home, we interviewed three different contractors. Starcom was the only one of the three that was not a personal referral from neighbors. From day one, when Project Coordinator Bill Miner and Designer and Planner Scott Chattin came to our home to discuss what's possible, they were incredibly personable and great listeners, which was very important to us. We deeply appreciated their vision and their approach. They heard what we wanted then had even MORE helpful suggestions.

As they made suggestions, they never put on a "hard sell" with us. They were more concerned about our satisfaction than aggressive up selling. We knew on the spot that Starcom was the best based on our first appointment with Bill and Scott. Even though our house is small and I'm sure they have far bigger jobs, they always treated us like ours was the most important job in the world.

Once we finalized the contract, we were lucky that Steve Peragallo, a Master Carpenter, would be working on her house. Steve's attention to detail is remarkable, and his knowledge of his craft is impeccable. His work transformed our house from an old 1930s cottage to a refreshed, bright, warm, and current cottage home. I also appreciated that he took his time - even though he met every single deadline. He didn't do a rush job -- he also acted like our house was the most important. We appreciated that he worked with as few people as possible, sometimes on his own, because we did not like the idea of a large group of laborers cycling in and out of our house. We could also rely on Steve to pick up the phone and call or text us if ANYTHING unexpected came up. And he always had a solution.

Not only would we recommend Starcom to others, but we are planning to work with them again next spring to renovate the remaining parts of our home. Steve, Scott and Bill were always respectful of our budget and did everything to make sure we stayed within that budget,

i I cannot say enough good things about Starcom. They were the BEST choice we could have made.

Signed the work order on a Tuesday and work began the following Monday. Joe and Levi were there from 9-6ish every day for a week. They were very conscientious and got 95% of the job completed in the week. They cleaned up after themselves each day and made sure everything was covered that couldn't be moved. Had to return to prime the drywall and install doors. Entire job took took 7 days to complete which was really quite impressive. Joe and Levi were very friendly and seemed to be very experienced and knowledgeable. I would recommend them again and will use them again.
On Feb 23, 2016 I met with Mr Bill Minor about replacing insulation in the crawl space under the house and about adding supports under the house cause the floor in my kitchen tilted to one side. He brought with him another gentlemen (whose name I don't remember at this time)to inspect the area that needed to be worked on. Both were helpful, knowledgeable, professional and informative. Once I decided to have the work done he assisted me getting finances for the project. The work started on Feb 26, 2016. The first part was the gentlemen started digging post holes in the crawl space to accommodate the posts needed for the supports. When under the house they found a crack in the load bearing beam on the house(not part of the original estimate). Due to the severity of the situation and LBL had to be ordered and the work was postponed until the load bearing beam was delivered(the crack was severe but it was NOT necessary to leave the home). The beam was delivered and the very next day the men returned and completed the supports including the beam. The insulation was removed on March 7, 2016. The supports were completed on March 8, 2016. And the foam insulation was installed on March 9, 2016 and everything was completed by March 11, 2016. The men who installed the supports were very professional, took the time to explain to me what they were doing and when found the problem provided pictures to show me the problem. They also took pictures before, during and after their work was completed. Very impressed and the work was excellent. I am very happy with the job everyone did. Their professionalism and the time it took for them to finish the work. TOP NOTCH and will definitely use them again. I would happily recommend them to anyone
The estimated time for the renovation was supposed to take 4 1/2 weeks. The final completion was done at 13 1/2 weeks despite my begging them to hurry it up, since my husband has dementia and had difficulties remembering that he couldn't use our bathroom. We had three leaks, one was going into the ceiling of the diningroom below and the ceiling needed minor repair and new paint. 2 days after it was finished another leak appeared on the ceiling in the diningroom and I called to report it, but was told they would come by the next day to check. I called again the same afternoon to tell them that the ceiling looked worth, but still they did not come. The next morning my ceiling was down on the diningroom floor, the carpet wet and my Pecan Wood Floor soaked. The whole wood floor needed to be replaced. Starcom claimed that they were not at fault for the leak and insisted that it came from the roof. I had gotten Solar Panels installed at the same time while Starcom was still working on my bathroom In July 2014. I have had a roofing inspector, Solar Energy Word and a Radon Expert here to check if anything else could have caused the leak. All have assured me that there was no way that the leak could have come from the radon pipe or the roof. I might add that I have not had another wet ceiling since this last incident.
I deducted the cost of the repair of the wood floor from my final payment in August and have not heard back from Starcom since then.
I should have become suspicious, when I signed the contract for the major remodel, that they would no longer take a credit card for payment. A year before Starcom remodeled my hall bath and I paid by credit card. I was very pleased with their work then. It was on time and without any problems.
Please advise future customers of Starcom to read the fine print at the bottom of the contract. Starcom wants final payment on
s u b s t a n t i a l completion, not like every other contractor I have worked with, at f i n a l completion, when nothing is left to remedy.
I like my bathroom, now that it is done and finally working, The design is beautiful and my neighbor said she would have liked to hire Starcom to do her bathroom remodel, but after about 10 items going wrong, including the leaks, she will not use Starcom.
I still have my correspondence and letters of complaint in my file, in case there should be any problems in the future with Starcom.
I had also consulted with our attorney, before deducting the floor repair from the final payment.
I will be available to talk to any of your subscribers.
Response from Starcom Design Build Corporation
"Sorry we didn't come out sooner for the leak in the ceiling that was caused by a faulty pipe collar we did not install; many times we have been able to fix problems that were unrelated to our work for our customers. In this case the owner insisted it was a plumbing leak caused by us. Finding he leak took some time. We do not take credit cards for $40K projects those fees ($1400 potentially) get passed to the customers; we feel that is not the best plan. We do offer financing that is a better alternative. In this case the customer asked us to stop work for a vacation they were taking during the middle of the project for three weeks. The work did not pick up when they returned as we had to finish the project we were doing. Glad to hear you like the design and workmanship. Since I started this business we are always working to be better. Bob Weickgenannt President Starcom Design Build"

Their expertise and service are excellent. It's an such an expensive thing so I can't tell you the price and also because we have little pieces going on so I don't know what the total is going to be. We interviewed nine contractors and their price was consistent with what the insurance was willing to give us. Hopefully we wouldn't have to need to use them again but if ever, we will. Tim came to our house in mid-March to get a look at our master bath and give us some suggestions for what we could do with the upgrade. Ultimately, we chose to turn the tub space into a large walk-in shower and make the stall shower space a linen closet. We met with Tim at the end of March to review the layout and pick tile, vanity, and accessories. The work was set to begin in mid-May. Since we would be at work for a majority of the project, we had to put a lockbox on the door with a house key in it. On the first day of work, Starcom protected our floors and carpet, but they never put any drop cloths over our bedroom furniture, even though the master bath was in our master bedroom. At the beginning of the work, we were given a schedule from our head contractor, Rick. The schedule indicated that work would take a little over a month, allowing for the Memorial Day holiday. Demolition was quick and messy. We noticed that some days workers would be over to our house, with Rick nowhere to be found, and some days they wouldn't. Usually we could only tell something was done if a mess was left. The subcontractors used were present with no one from Starcom around. The tile guys even cut tile IN OUR HOUSE, since my husband witnessed this and we found a nice layer of tile dust coating EVERYTHING on the upper and main level, including our bed. They tile guys even left urine in our powder room toilet. Since some of the tiles arrived chipped, we lost several days of work waiting on new tiles to arrive. Starcom also strongly suggested we use their painting subcontractor since they didn't want our paint job to reflect poorly on their renovation. We decided to pay a little extra for this, which was a mistake. The painter left drips of paint on the trim and the bathroom fixtures. There are also several areas where the paint is uneven. We had to deal with paint on the light fixture and the mirror as well. To top it all off, when the painter took off the door to the bathroom to paint it, our bedroom dresser somehow got scratched. The icing on the cake was when the subcontractor that delivered the glass shower door said we owed him more money than originally intended because the height of the door was increased. He had to return to our house after initially installing the door because it leaked. This leak was never fixed and that part of the shower still leaks to this day. Throughout this whole renovation, which took twice as long as originally planned, the Starcom people were not good at communicating to us when things fell behind schedule or who would be coming when. If we had questions, they weren't readily answered. To their credit, Starcom did give us money off for the scratched furniture and offer to get a cleaning crew for the tile dust. The heat in the upstairs bathroom at the peak of summer also made it harder to work. However, two years later, we have seen cracks in the grout of the shower and a gap between the vanity and countertop. The vanity drawers on one side were also installed crooked so they make a rubbing noise when closed. Overall this process was much messier than it should have been. We definitely wouldn't use this company again.
"The Bath remodeling project we did for this customer was a fairly complex one. Still that is no excuse for not finishing this project with the customer fully pleased. It is very frustrating when employees and field people that have worked for the company for many years with great results don’t perform. As anticipated this is fair criticism; we should have done better. The buck stops here. It’s the production manager’s responsibility to oversee the project so it goes as planned and is not put on the back burner. We now have a new production manager as well as people in the field. I’m glad the customer was appreciative of our discount and the cleaning crew. Even though this job is more than two years old, if this customer is still not happy with the end results of their project, I would hope they would contact us so that we can try and make it right. Sincerely, Robert E. Weickgenannt President Starcom Design Build"

My wife and I were looking to open up our kitchen and add a sunroom. Starcom developed a design which makes it impossible to tell it was not part of the original structure. The project began and ended on time and without a hitch. The workers arrived on time everyday and could not have been nicer. Every step was explained to us and proceeded as discussed. Bob Weickgenannt (President) was constantly arriving to the site to ensure everything went smoothly. I have never met a more professional individual than Bob. He sought our input and made the necessary adjustments without batting an eyelash. When the foundation was built my wife and I were concerned that the room would not be large enough for our needs. Boy were we wrong! Bob stated our reaction was normal at that stage of the project but once the walls went up the perspective would change. He was right! By the time we were under roof and they cut through the kitchen we were thrilled. Not only do we have a gorgeous new room but the flow works perfectly.
Starcom also helped me rennovate the kitchen. I wanted to do some of the work (install cabinets, do the trim, etc.). Bob told me to make a list of what I wanted to do and his team would take care of the rest. It could not have gone easier. The coordination to install new flooring throughout the kitchen and sunroom was perfect! The entire project came in on budget as well, even with changes we made during the construction.
We now love our house. Bob and Starcom gave us exactly what we wanted. The craftsmanship is superb. Friends and neighbors always comment on the work the beautiful way the new construction ties into the original. We can not thank Bob enough. Starcom is the only company I will ever recommend to my friends and family.
