In May, 2015 I sought out General Contractors on Angie's List for the building of an ADU (Addendum Dwelling Unit) on the back of my mother's property so I could live with her full time, as she has fragile health and needs someone w/her at all times. I contacted several from Angie's List and Justin from Swanson Construction had the best idea & bid for our needs. We gave him $5850 to get started and during the next two months talked back & forth about the things we needed on the ADU. We asked how long the process would take & he indicated our project would be completed by October, 2015 at the latest. Over the next few months, while we were waiting to start construction on the ADU, we asked Justin to complete some smaller projects on the original house (replace flooring in one bedroom, finish hardwood flooring in another bedroom, reinforce the post & beam and add vents in the crawlspace and install a garbage disposal. On these small jobs, he never showed up when he said he would, rarely called back in a timely manner the half dozen times we called to ask questions the ADU or one of the smaller jobs, rarely showed up when he promised he would to the point where we either were very late or missed altogether a few unrelated appointments set in advance, yet he always wanted to be paid, even when a job wasn't completed. In August when we asked about the status of the ADU he said his engineer had the plans and he (the engineer) was extremely busy and then a month & half later, he said the engineer was finished but that the city planning offices was now taking a long time to approve and move plans through. Since we were on a timeline (needed to be out of town for two weeks in October and also needed to rent the house I was living in, which is 100 miles away, so I was driving into town to get my mother to her appointments every week) I contacted the city planning offices myself to see if there was anything I could to help the process along. Imagine my surprise when I was informed that our contractor, Justin Swanson, hadn't submitted ANY of our plans yet. I confronted him with information and he admitted he had lied to us about having submitted the plans and when asked 'why' he said he 'taken on more than he could handle' and put our project on the back burner. He promised he would get the plans the following week. It was two weeks later before he did this. We decided to continue with him, give the benefit of the doubt and try to move forward. We also asked him to complete some smaller jobs, for which he was very unprofessional and clearly did not make us a priority. By late November, after waiting weeks for him to return a call, I realized we needed to find another contractor, so I interviewed three (all of which indicated to us the the plans Justin Swanson had created for us were not possible within our budget of $75,000 - $80,000. We settled on another contractor who had to create a new plan for the site and this contractor went above and beyond in trying to utilize the fees already paid to the city to move the new plans along. At this point I realized I needed to file a formal complaint against Justin Swanson of Swanson Construction and started that process in December. We are in the middle of that process now and I've just learned from the Contractors Board that Justin Swanson has gone out of business in the last 60 days due to 'Insurance Slaps? and formal complaints by other parties. I did my due diligence before hiring this contractor by seeking out a well-rated, licensed, bonded and insured company using Angie's List and confirming his credentials through state & local licensing avenues BEFORE hiring him. We were very understanding, compliant and forgiving with him when he as he said due to family circumstances & taking on too much work, he wouldn't call back, or show up on time and even when he wouldn't give a true accounting the almost $6,000 we'd given him in good faith for the project. I don't know what else we could have done to make this a mutually beneficial relationship. He took advantage of our good nature, took our money without providing a good or service and we are dismayed. As it is, we are at least 4 months behind our original planned completion date, have had to start over with a new contractor and are missing out on $600/month in rent for the house I am currently living in because the ADU is not built for me to move into. Additionally I must drive 200 miles a week to take care of my mother and we are missing the $6,000 that should be
