Provider was open to negotiating cost. Moved furniture as requested since we are a group of older women and some of the furniture was heavy. I surveyed the power washing and asked that a certain section be washed further. This was an area that was heavily stained. Provider complied. Sealing looked great!

We had not negotiated moving the furniture back in the cost of the work. I would suggest doing that in the future. It would have meant another trip back to move the furniture so I could understand the provider's reluctance.

Overall we were very pleased with the work and I would recommend this company to other consumers.

Toni came out and gave us a bid and worked with us to make a drainage plan. We had a couple days of demo and forms. Then the concrete came the next week. The path turned out very nice and is what we wanted.
Job went as planned. T&L showed up on the day he said he would. Placed forms in the areas where they would pour concrete and removed all excess dirt/rock from area. They set up the rebar and suggest adding small section of concrete for our Recycle Bins. Which we did. They pour went well, even with a late start due to Miles Sand & Gravel. He understood what i wanted and what was required of the HOA. They were very professional, friendly and courteous. The service was excellent and i referred them to another home owner in the development. Which they were hired for.
They came in and made all necessary adjustments, included drainage and even textured the sidewalk to prevent slipping. Everything turned out beautifully.

Very responsive to first inquiry. Work scheduled within one week of proposal and work completed within two weeks to allow cement to cure and be ready for paint. Concrete texture and stamping included dolphins, which my grandchildren love! Professional crew and I'm happy with the results, especially the dolphins. On time job.
Update as of 8/11/16: In the follow-up to do the paint, he did a horrible job! It looks like he dropped the bucket of paint everywhere, there are blotches in some places and other places don't have any paint. He never came back to fix it after repeated phone calls. Every time I called him, he said he was in Tonga, I feel like he is scamming me. I wrote the first part of this review before it was complete. The first half I'd rate his work as an A, but the second half was definitely an F!

Went very well, faster than I expected. However there is no followup and I ended up with a low spot right in front of my entry steps which leaves a puddle right where anyone would walk.

It work went very well with the temp being very hot outside, everyone worked very hard to do a great job. We went through a lot of drinking water. The job took about a week and it is now drying and looks great. The company was very professional with eight employee's working on the job. The work is now in the process of clean up now. I recommend this company and his employee's very highly as they worked very hard and were very professional.

Tohi gave me a great deal. I appreciate it. I'm widow on a fixed income and appreciate his consideration. It went quickly. He and his crew were here two days and finished the job in good time and to my delight. Great work! My neighbor across the street came to investigate and will get a quote from Tohi and I'm sure will do that job too - another driveway replacement. I will highly recommend them to my family and friends.
Overall the job went well. Tony (Owner) was very responsive. The pad looks fine albeit a flaws here and there. I think for a basic concrete pad it looks good.

We are redoing our deck and moving where the stairs will come down. We wanted to make sure we had a bit of a concrete patio in the area where the new stairs will be. I needed someone to do a small job. Tohi got back to me quickly, came out within a couple days and was able to complete my job in the timeframe we needed.

The new patio was adjacent to two existing pieces of concrete. He did a fantastic job blending the new patio in between the other two pieces, and the end result looks great. My wife even wanted the new patio to be a bit curvy on the outside edge rather than just have a straight edge, and they made it look exactly how she wanted it.

Tohi and his nephew did a great job (from talking with him, it sounds like he's been doing concrete work here in WA since 2004, but it looks like he has only be on Angies List for a little while). I'd be glad to work with them again if we ever have the need for more concrete.

Toni was fantastic to work with. He listened to my needs and did a quick assessment. His quote was below other bids. His team scheduled to start right away. When they arrived the team had all the equipment they needed and worked quickly to grade the driveway and put in forms and rebar. All along Toni sent me pictures and continued to answer any questions I had.
The final result was really great. There were some minor things I wanted fixed and Toni quickly took care of them.
I would highly recommend T&L Concrete!

$3,300
Would not recommend. Summary: All in all we are out of pocket $3,300 for something that looks worse than what we started with. We simply had a crack in the original, now we have a crooked, patchy, uneven, high step expensive slab of concrete as our front patio. Full story below:

After deciding on this contractor, our first red flag came before work began when after we agreed on the price ($3,000), then later he showed up on the doorstep asking for $3,300. Should have canceled right there, however we needed to get this project done before our tenants moved into our house. They did start on time and finish when they said they would, however the craftsmanship was terrible. There was a crack in our patio due to settling, and the entire patio needed to be removed and re-poured. The concrete was the typical pea gravel mix that a lot of driveways and patios are done in. When T&L finished, we noticed the next day (after drying) that the surface was not uniform. There were very big patches of concrete that were rough and had no pea gravel visible. Picture some areas with uniform pea gravel, and others that is just bare concrete. There was even a footprint stamped into our patio concrete! Not to mention the long edge of the patio was uneven. Also, since the original patio had sunk, the replacement patio was much higher thus creating a very high step that everyone now trips one because it?s such a high step. Perhaps this is our fault for not thinking about that, but you would think a concrete company would realize this and offer a solution rather than to continue pouring knowing the front step is very large. A simple solution would have been to create another step. However the main problem was the quality of the concrete.

After calling Tony (not his real name but what he goes by), he argued with us that this is the way its supposed to look. Even after sending him pictures he said that it looked fine to him. Then he suddenly hands the phone to his brother (whom also does concrete) and persuaded him to argue with me as well (neither speak very good English). After several lengthy phone calls, Tony did come back to look at the patio for himself. When he arrived he did say it didnt look right, though I could tell he was apprehensive about redoing the work, I think he played the customer service role because he didn?t want a bad AngiesList review (and he did say this multiple times).

He agreed to replace it and we scheduled a month later for him to come back. Of course the day before he is supposed to be there we haven?t heard from him to confirm. So we call him and he tells us he is out of the state. Now, he did say that his father passed and we were sympathetic - work gets put on hold for family emergencies and we understood that. So we simply offered our condolences and told him to call us when he got back and everything was settled. At that time he said he would be back the following Monday or Tuesday (I forget) to start work - and that was fine for us. Naturally the day comes and we haven?t heard from him. My wife calls several times and we later that day we get a phone call saying he's stuck somewhere unable to get a flight home. Again, if this was a family emergency we understand. As I type this that was 2 weeks ago and we still have not heard from him.

I urge you to see the attached pictures and see for yourself. Note that these were the exact same pictures that were sent to T&L and they argued that this is normal and looked fine according to them.

Tohi and his crew hail from the island of Tonga. They are personable and I liked hearing their music while the worked. Their business appears to be on the side with them working full time at a local concrete company. Our guess was that they were planning on buying left over partial truck loads from their regular employer, but that is only a guess. Their logo on their truck says "Friendly Prices" and certainly their bid came in very competitively.
However, it appears that there are two serious issues with Tohi and his crew. One appears to be cultural and the other appears to be with basic arithmetic skills, or lack thereof. It would appear that they don't understand that ours is not a bargaining culture, or at least not in the way that other cultures are around the world, and certainly once we agree on a contract price, sign and shake on it, then that is the price except for agreed upon change orders. I finally had enough of this bargaining when Tohi refused to do the pour after the forms were in place unless I agreed to a 33% increase in the total price. In the US we call that extortion and it is a felony, although I don't think that he thought they were doing anything out of the ordinary.
There had been several rework requirements up to that point in the job. His advertising is for "flatwork" so maybe he simply had no experience doing structural foundations. There is a language issue, as no one in the crew including Tohi is really fluent in English. He speaks enough to get by, but barely. Whatever, it became clear that he was not understanding the instructions for what our architect needed him to do. We needed a 10" depth on the footing with rebar running longitudinally on 6" - 7" spacings and he tried to go with 12" spacings the first time. On the uprights we called for a 12" x 12" grid inside the 6" thick wall and his first crack at it was closer to 18" - 20".
So After I fired him I decided to clean up the mess as best I could before hiring someone else to finish. This is when I discovered that basically not a single one of his measurements were within a reasonable variation of what the drawings called for, and in the length of one wall he was short by a foot, and on another he was over by 3". On a 3-4-5 triangle measuring for squareness of the walls on a 9' x 12' x 15' triangle he was short by nearly an inch on the hypotenuse. Then on the side where we ran outside the compact dirt on his excavation and were on fill from the excavation he tried to set the footer on top of the fill, which is why I think it is reasonable to conclude that he has no experience in this kind of work.
Also, when we had our final meeting where he was trying to jack up his price by 33%, at one point he added $5500 and $3500 together and came up with $7000. Thinking about this later as I was rebuilding his formwork for the footers I could not find any measurement marks or short math notations as one normally sees when looking at rough carpentry and framing. Then I recalled that when he did his original estimate that he had done it all in his head, which given his later evidence of poor math skills explains why his estimate was essentially wrong and too low in the first place. But I had already fired him, he had lost any and all credibility with the architect, and there was the whole thing about what in our culture we would call extortion, so there was just no going back.
Maybe he is ok at flat work. I have no idea. But, no one should hire these guys to do any sort of foundation work or anything that involves excavation or arithmetic beyond figuring the sides of a square. That said, as I noted at the start they are friendly folks and their music is kind of pleasant. I just wouldn't do business with them again.
