DHLS provides reducing risks of property damage and injury to buried utilities on private property. Alabama State Law 94-497 states the only true method of locating a buried utility is hand digging it up, and exposing it. DHLS uses locating methods, and modes prescribed by law, But DHLS can not alter or modify any buried utility system.
