The built-up roof had developed several dry blisters around the stair bulkhead, where afternoon heat was strongest. Moisture testing indicated that the insulation below was still dry, making localized repair reasonable. The blisters were cut open, allowed to relax, and rebuilt with compatible roofing materials before receiving new surfacing.
