"he quit before completing the job. his work was very sporadic and inconsistent like one day a week. he also refused to do a job that I paid him for, clearing out used concrete and even left a broken wheelbarrow on my property. he still owes me a refund. I have filed a formal complaint with Hawaii's office of DCCA."
