"My house is a little wacky and the proposal was to include all of the crawl space and ceiling surface area. Sadly there was no way to know that a portion of both were inaccessible to insulate. He warned me that his estimation might be a little off but the estimation of the Pepco energy saving percentage back ended up being way off after the energy audit. That made the job much more costly than predicted and I had not planned for that. He was willing to adjust the bill slightly but not significantly enough to really make a difference.
