"I hired Paul to guide me through the ridiculously complicated permitting process in DC for repairing an existing exterior stairway in a historic district. Before engaging with Paul, the city was telling me I needed to demolish the stairs and rebuild them to code. I worked with an architect and it became clear that it was impossible to bring them up to code. Still, the city refused to back down and said the stairs couldn't be repaired. I then hired Paul, who recommended a number of improvements that would make the stairs safer without demolishing them, created a report, and then convinced the city with all of the relevant code citations. It became clear that Paul was far more knowledgeable than the city officials of their own regulations. While the process was still a labyrinth to navigate, Paul helped me overcome every hurdle that the city placed in front of me. I highly recommend Paul. "I hired RLD Builders to construct a retaining wall that needed replaced before we could repave the driveway. RLD Builders came in with a competitive price and won the job. What was to take a few weeks turned into a three month ordeal. The county permit process caused hurdle after hurdle to get the permits but Rafe kept on the county and we finally got the permits and the job was completed to our satisfaction. We then put the house on the market for sale and had moved to our new out-of-the-area location. The hot water tank in the basement decided to let loose causing major damage to the basement. This is where RLD Builders exceeded our expectations. Rafe and his crew jumped in and cleaned up the water damage, worked with the insurance agents to get approvals, and completely rebuilt our basement. "I signed a contract for work to be completed in 4 weeks. 4 Months later, work was finally (mostly) done - but only with extreme nagging on my part and excessive excuses and push back. The contractor only came to the project site if his sub-contractors created an issue (which was often). They dropped my A/C unit down a 10 foot hole, they didn't finish half the projects they said they would and completed the other half incorrectly based on hand drawings and gestures because neither the contractor or I could speak the same language as the sub-contractors, they made promises to show up and never did. Worst of all, they used design plans from a previous contractor that were approved by the city - but didn't use those plans and never updated the plans. The city inspector came and did not pass the project due to this discrepancy, but Vladimir told me it had passed. The city told me the permit expired. So - now Vladimir won't answer my emails and I have to pay someone else to fix it all."
