They give you a bid based on averages they have experienced in the past however it is just that, it isn't based upon the surfaces you have chosen. If you choose surfaces that are more expensive then their guess, they will charge more, however, if you pick surfaces that are less expensive, guess what, you are out of luck, because they say their bid was all in????
