"I signed a contract with Jesse on March 26th for a deck replacement. His quote seemed fair and communication was good. He said that work could begin once he received the permit, which would take 1-2 weeks. On April 10th I asked for an update and he said the permit was still pending. The next day he says the city requested a drawing. April 15th he says the city now wants even more documents, causing this huge delay. April 16th I ask if it would help if I called the Building Dept myself to ask for an update? He said no, suggested it might delay things even further if the employees do not like me asking about it. So I leave it alone a few more days, but now it is been four weeks and I wonder if Jesse is just stringing me along, maybe finishing some other jobs and not being transparent with me on why this job is delayed. Finally, I look into the city records online (should've done this weeks ago). Not only is there no permit for this deck job, but there is no record of Jesse having a permit in Worcester at any time (the database seems to have at least 5 years of history), and I looked for all variations I could think of for his name and company name. So it is not looking good, but to make sure I am not missing anything I call the Building Dept. They tell me there is no record of Jesse requesting a permit for anything in Worcester (nothing is pending). When I spoke with him today (April 23rd), told him there is no record of a permit request, he says he is going to have a friend pull the permit because that friend always gets fast turnaround on his permits whereas Jesse does not (he even cited a recent example where he supposedly pulled a permit in Worcester but it took a long time - I did not bother telling him I know this is not true, these records are public and he's not in any of them). When I pushed back on his claims, saying there is no evidence of any of this, he says he was just at city hall dropping off documents... I doubt any contractor is going in person to city hall instead of using the online portal. Sounds like more b.s. to me. I was also interested to see the fees the city charges for permits: looks like they would have cost a few hundred dollars, not the three thousand that Jesse claimed."
