Brent suggested that oversized gutters and downspouts might be an open for my home given the size and pitch of my roof since I was replacing them anyway. He was right and they look great. Carefully removed the old shingles, put down a rubber membrane snow and ice barrier and then put down new shingles. So far problem seems to have been resolved.
