"Hired this "family" business for the second time. A disagreement arose on the first occasion when he provided no written estimate AS REQUIRED BY STATUTE and the final bill was higher than quoted verbally. We resolved the matter, and as a retired attorney, I provided advice to the owner about complying with the Florida auto repair statutes. He acknowledged his error, claimed lack of knowledge and I believed at the time we left on amicable terms with the understanding he would begin to run a legal shop. So, I gave him a second chance. I needed a shifter cable installed on a Chrysler Sebring, a common repair for these vehicles with readily available parts and quoted labor time. For the second time, he provided no written estimate. The car was brought in by AAA after hours and he did not even telephone to advise with regard to the cost of repair. The statute mandates unequivocally that a written estimate be provided after diagnosis. When I received the final bill, the part was billed at approximately double its cost; labor was more than the book estimate (but not itemized as required for hourly rate and time); and there was a charge for "shop supplies" of $35 which is entirely unjustifiable unless advance notice is provided. Frankly, I would like to recommend this shop. They seem friendly, but I certainly provide a recommendation for an auto shop which just does not comply with the law. It can be inferred from these two transactions that the failure to provide mandatory written estimates if to avoid loss of business when the consumer reviews the estimate and determines that the charges are either overpriced or unjustified. It is also unfair competitition when such a business does not fairly comply with the law to avoid competing with those who do provide written estimates as required."
