He earned a B.S. degree in Civil Engineering and Construction Technology from the Vilnius Gediminas Technical University (VGTU) in Vilnius, Lithuania. He immigrated to California in 1986 and started working in the construction industry there that year. Initially, he worked as a construction manager for a Los Angeles based development company, remodeling restaurants, hotels, and single family homes, and building new custom homes. Shortly, he founded his own design/build construction company in 1989, which specializes in residential home improvements, room additions, bathroom and kitchen remodeling, deck and porch construction, and new custom home construction. Since 2012, Baltic Construction relocated to Northern Virginia and carries General Contractor's licenses in Washington D.C. , Virginia, and Maryland. \n

"Mike at the Carpenter LLC was professional and courteous and did a quality job in structural fixes to my rowhouse first floor. Mike proided a very good initial estimate that increased significantly due a change order for additional work and complications to the initial scope due to soil issues in the crawlspace. Mike was a great sport about working in the very low crawlspace. Areas of improvement for service include timeliness and communication. Although plauged by heavy rains, I was rarely given timely updates and had to significantly delay plans for other projects on the home as a result."

"They show up on time. Right before they started to work we decide to have a thin layer of stone put underneath the storm door and they no problem with that request. We had talked about it earlier but we were uncertain we could replace the storm door in the smaller opening. They were willing to change out several stones for us, a courtesy which made it necessary for them to return an extra morning. Even though the owner was not present during the work we found it necessary to work through him in order to expedite these changes. They also returned after they were payed in full to put in some asphalt in order to make a even transition with our driveway at our request. There is a sunken spot in the lawn where the trailer sat but it is not a big deal."
