The Plummer indicated that they had turned off the hot water shutoff valve while they were working on the water main piping. I turned the valve to open it up and it just kept spinning. This indicated that the valve was broken, it would not close or open, it was stuck in the middle somewhere. Water Works Services came back out and fixed the valve for no charge. They stood by their work which was a nice surprise."
