Within a few weeks he came over, set up a scaffold and began removing stucco. As suspected, the damage was broader than his original guess after he removed material to find a firm surface. He told me there would be additional charges but the numbers remained reasonable. The area was repaired and covered with the first layer. After a week or two, the second/final layer was applied. The color is lighter than the old (ugly) stucco but I am happy with the result."
