The company failed to comply with contractual and statutory obligations, including failure to return tenant security deposits, failure to return property keys and access devices, and failure to remit insurance proceeds received for a damage claim. No repairs were completed, and no insurance funds were returned to ownership. Tenant placement practices relied on informal solicitation methods rather than open marketing, resulting in repeated tenant nonpayment issues and financial harm.
