Comment: I have a 12 by 16 foot so-called garden in the front of my house. It was covered with grass that started to die almost the minute we moved in this new house and it is likely that lots of construction stuff was dumped in the front yard and covered with a thin layer of soil. I want to excavate about 8 inches so I can replace the hard clay, stones, and debris with good soil.

Comment: We bought a house a May. At the time we were told that there had been basement flooding issues that had been solved by installation of an interior basement french drain and exterior sump pump. The sump pump connects to the down spout drains. With recent rains we noticed that the down spout drains were overflowing. We had a plumber come to clear the underground drains from the downspouts. The plumber was unable to clear the drains. After using a camera and locating the underground drains he determined that new houses had been built on top of the daylight of the drain pipes. On our property the underground pipes are ~ 3 1/2 feet deep. With the development of the new houses they installed a storm drain manhole with a pipe that runs to our property line but did not connect our lines to the county. The county storm pipe is ~ 7 1/2 feet deep. We are looking for bids to solve the problem, and potentially connect our storm lines to the county storm system.
