Come to find out, it was electrical like we originally thought. He should have traced the issue before he went in and installed the new heater. UPDATE (08/13/2015): I think it was more of a misunderstanding of how much electrical work he is able to do vs. what needed to be done. He is not an electrician. Once we spoke we were able to get a much better understanding of the issue."

The following Tuesday they returned and installed a drainage system for our backyard with three catch basins and run off into the street. In the front yard they cut the grass into sod pieces before digging the trench and when finished replaced the grass making it almost imperceptible that they had done the job.
