Next day the builder of the house brought his electrician for 30 minutes, made repairs finding 3 wires leading from breaker box, but only 2 leading to water heater. He diagnosed a junction box somewhere was embeded that the 3rd wire went to. The two remaining wires had been accidently crossed and were wired wrong to the water heater. He corrected that and was done in 30 minutes."
