"I own a rental property in Cleveland Ohio on 84th street. The house is a double, up and down. For 10 years after every heavy rain I got water in the basement. The water came from only two sides of the house, the side along the driveway and the back of the house. The property is rented out to section 8 tenants. This means that each unit is inspected once a year.
