I told him I only though it was a fairly easy fix about 200$ repair job. He went in to the crawl space and came back out and stated good news say the pipe had never been connected. So he cleaned up and glued the pipe and charged me 160$ for 10 minutes of actual work. He did verify there were no leaks after repair"
