"The provider came to give estimate for the emergency situation we were in for water leaking into electric panel box from electric pole attached to house outside. The provider suggested we upgrade Panel Box from 100amp service to 200amp service since box had to be changed anyway. The estimate was $400 higher than the other estimate we got from another ANGI electrician at $3100 but the provider could come the next day to complete job. Where the other electrian could not do the job for 4 days out. Provider stated that he doesnt accept credit cards or do financing so I told him "no thank you" to the job, as this was an emergency and didnt have cash to pay him. After Provider left he called back stating he could use an associate of his credit billing account so he can do the job. The provider NEVER mentioned getting PERMITS AND A UNDERWRITERS CERTIFICATE for us to upgrade the AMP service to our home. I hired this provider From ANGI believing he was a vetted Professional and we would have all proper services done including any and all paperwork involved especially that he was charging more for the job. After job was completed he still had no credit card available and was mad that I didnt have all cash. I was dumbfounded as he stated that he had access to a credit terminal. I gave him a Check for $1600 and a $100 bill Which then he gave me an invoice that had no Electrical License listed or any type of insurance listed. I had to actually call Suffolk County NY to find out if he actually had a license and insurance which I wrote down on attached file. Provider stated he had to get in touch for the credit. He called later with a link for PAYPAL for me to pay $1300 that I owed him which I paid asap. The provider then had to come back because he didnt attach our Oil Burner to the new Circuit Panel Box and it was freezing inside our home. He then approached me while my husband was still in the basement getting the oil burner started and was demanding another $100 because PAYPAL charged him FEES. I said bluntly "NO" and he started billigerently YELLING at me "YOU WANT ME TO EAT IT???" over and over. He left Slamming my front door while screaming outside extremely loud "SHE WANTS ME TO EAT IT???" meaning the extra $100. I called PAYPAL to ask about the tranaction and Payplal stated that he had to agree to their terms and fees which are on the business owners' and not the customers responsibility. He was very scary and I was afraid of him and was afraid he was going to retaliate against us some way. The PERMIT and UNDERWRITERS CERTIFICATE MUST BE FILED AND DELIVERED TO US as we only found out that this was MANDATORY by an Electrical Contractor that my daughter was hiring for same service."
