After a year-long variance process, in October of 2025 we were ready to build, Rioza demanded an extra $40K for ?inflation.? We asked for an accounting of the $84K advanced for materials?none provided. Quotes passed off as receipts were confirmed fraudulent by suppliers. No materials delivered, no phases completed, and we failed foundation inspection. HUD consultant documented everything; bank refused to release additional funds to Rioza Construction. Work has stalled for 6+ weeks, contractor name on Home Improvement license not Carlos Herrera's, belongs to someone we?ve never met. BUYERS BEWARE: Do NOT hire Rioza Construction. Verify licenses, demand receipts, and proceed with extreme caution."
