Since I supplied most of the materials (plumber supplied valves and pipe and drain fittings) the price seemed rather high for around 3 hours work. He pointed out that the drain screen was not screwed in but grouted on and does not want to remove and break the integrity of the structure."

provider who came on site after them said it would cost $1,500 and would
not be an easy job.  NE tank service came on site at my request to
confirm the quote and they confirmed it would be $1,000 so I agreed to
the job and they scheduled it for later that week.  2 guys came out and
performed the task within 4 hours.  They moved the tank to the basement,
installed new pipe to the heater and installed the fill and vent pipes
to the outside.  Everything looked good and about as clean as it can in a
dirt basement.
