He was very polite and explained my options so I understood. AARROW is now my Electric Company. Willis made an appointment to do this work and had me sitting around all day waiting for them. They were scheduled for 9-11am I called and spoke to their receptionist at 5:45 and she said she was surprised the guy didn't show up yet or call. Frank is a perfectionist and he performed many tasks that I would have never thought of myself (sanding multiple times before painting, accounting for slope in concrete slab prior to making cuts, etc.)  Our project had an agreed upon price for all labor with material expense charged on receipts provided with no additional markup.  Frank purchased all materials so we did not have to make trips to lumberyards, etc.  He is a very cost conscious person and as such found ways to economize that did not effect the end product.  The work area was totally cleaned at the end of the work day.  At the end of our project we hired Frank to perform some misc. other handyman tasks (garage lights installed, wiring for lighting and receptacles in garage attic, bathroom light/fan installation, closet lighting).  Frank's professionalism, trade knowledge and honesty were evident throughout our interactions with him.  We will use Frank again on other project ideas we have for the future.  We have already referred Frank to friends and neighbors.
