What happened: The contract and engineered plans explicitly called for cast-in-place (CIP) footings for each I-beam and a vapor barrier. I paid for these as part of the $70,000 project. After the work was completed, I discovered the CIP footings, vapor barrier, and other items were not installed, despite being billed and included in the plans. The installed I-beam system does not support the weight of the house, only lateral wall movement. This was not explained during the sales process. When I asked for clarification, I was told ?site conditions vary from the plans,? but no specific conditions were identified. Revised as-built plans were submitted instead after I raised concerns "
